Serves as the Coastal Zone Consistency Project Manager within the Coastal Zone Consistency Section in the Charleston Office. Under limited supervision, performs policy-based reviews of coastal zone consistency requests including professional drawings and analytical documents to ensure compliance with the Coastal Zone Management Program. Provides professional guidance and assistance to local governments, land developers, consultants, public officials and citizens.

Responsibilities:
  • Performs policy-based reviews of requests for consistency with the SC Coastal Zone Management Program. Ensures State and Federal Consistency reviews follow established timeframes, processes and procedures in coordination with partner programs and agencies. Conducts occasional follow up of decisions to ensure compliance with the SCDES BCM coastal zone consistency certification requirements.
  • Maintains organized, accurate and comprehensive certification files, ensuring all relevant information is in the file. Ensures the consistency/permitting database is updated and maintained with current and complete information for all projects.
  • Provides professional and advisory services to local governments, consultants, land developers, citizens and other public officials.
  • Represents the interest of SCDES BCM at meetings, hearings and court proceedings. Speaks before organizations or groups. Provides expert evidentiary testimony.
  • Remains current with all emergency response, structure inventory, and damage assessment responsibilities, as needed. Performs other duties as assigned in regard to SCDES BCM Emergency Response Plan to natural disasters and man-made significant incidents.
  • Performs other relevant duties, as needed. Assists with certification reporting.

Minimum and Additional Requirements

Minimum Requirements:

  • A bachelor’s degree in the natural or physical sciences or a related scientific field
  • OR an associate degree in the natural or physical sciences or related technical field and at least one (1) year of environmental health or related experience
  • OR a high school diploma or GED and at least three (3) years of environmental health or related experience
Institutions of Higher Learning must be recognized by the council for Higher Education Accreditation.

  • Work in all reasonable weather conditions.
  • Access non-traditional work environments.
  • Must maintain a professional personal appearance.
  • Must be willing to participate in emergency preparedness and disaster relief/recovery in accordance with Department policy.
  • Routine in-state travel and occasional travel may be required.

Preferred Qualifications

  • Knowledge of the statutes, regulations, policies and information sources related to the SC Coastal Management Program.
  • Knowledge of the federal Coastal Zone Management Act.
