The Combative Sports Administrative Program Specialist is selected by and responsible to Combative Sports Program Manager and performs moderately complex consultative services and technical assistance work ensuring compliance with the Combative Sports statutes, rules and requirements; review of applications and related documents, and assisting with event oversight and reporting. Work involves planning, developing, and implementing the agency program; and providing consultative, administrative and technical assistance to program staff, governmental agencies, community organizations, the regulated community, and the general public; assisting with the coordination and performance of inspection activities; and assisting in complaint investigation and preparation for prosecution. Possible travel not limited to the normal workweek, including weekend travel and some holidays may be required. The Combative Sports Administrative Program Specialist works under general supervision with limited latitude for the use of initiative and independent judgment.
Essential Duties
· Performs and array of technical, training, research, planning, policy, program assessment, implementation and administrative activities related to the day-to-day operation of the Combative Sports Program to ensure the program meets Department goals and objectives.
· Serves as program liaison to agency staff, the regulated community, sanctioning bodies, organizations and the general public to explain and provide technical assistance on program requirements, policies and program activities.
· Provides support and collaborates with Combative Sports program staff in determining trends and resolving technical problems.
· Conducts reviews and analyzes applications and other required documentation received by the Combative Sports Program to determine compliance with program policies, procedures, statutes and rule requirements are met.
· Monitors, reviews and evaluates contestant applications and combative sports events to ensure compliance with the statutes, rules and requirements.
· Reviews and assists in evaluating program events, processes and procedures to identify gaps in resources, recommend improvements and resolve technical problems.
· Prepares or assists in the preparation of required performance reports, travel requisitions; reviewing and evaluating reports in order to recommend improvements and resolve procedural or technical problems.
· Assists in the preparation of comprehensive reviews of the Combative Sports statutes, rules and policies. Assists in the drafting, revising, coordinating and adopting of rules and policies as required.
· Serves as program liaison to the regulated community, sanctioning bodies, organizations and the general public providing technical assistance on program requirements; maintains internal TDLR contacts, while assuring timely and consistent review of contestants’ applications and events.
· Assists in investigations of suspected violations of statute, rules, administrative orders and regulations to ensure statewide compliance and enforcement of the Texas Combative Sports Act. Cooperates with inspectors, regulated community and prosecutors to ensure that complaints are successfully prosecuted in appropriate cases.
· Participates in the development of training materials and presentation for combative sports officials, staff, contract inspectors and the regulated community.
· Provides consultative services and conducts evaluations of the performance of ringside officials; develops and provides educational materials and conducts information programs as needed.
· Assists in the collection, organization, analysis, and/or preparation of materials in response to requests for program information and reports.
· Maintains contacts with counterparts in other states, the federal government, other agencies, local governments, and industry groups to coordinate, develop, improve and/or recommend solutions in the program.
· Assists in the administration of contracts for services required in the compliance and enforcement of program events in accordance with Department rules, procedures and other controlling state and federal statutes, rules, and procedures. Monitors and evaluates contractors to ensure satisfactory performance and compliance with the contract and statute.
· Provides assistance to the Combative Sports Advisory Board.
· Works with agency staff in the development and integration of program policies and procedures.
· May train and supervise the work of others, including contractors.
· Complies with division and/or agency training requirements.
· Keeps management appropriately informed of ongoing activity and critical matters affecting the operation and well-being of the agency.
· Demonstrates a spirit of teamwork, offering positive and constructive ideas, encouragement and support to other members of the staff and team, while upholding the agency’s core values.
· Adheres to all TDLR personnel policies and performs related work as assigned.
Minimum Requirements
Two (2) years progressively responsible experience in the regulation of combative sports events or administration of a governmental program required. Four (4) years of documented experience in the combative sports industry, including but not limited to combatants, promoters, matchmakers and/or ringside official may substitute for one year of the experience requirement. Graduation from an accredited four-year college or university in sports management, sports medicine, physical education, exercise and sports science, health education or related field is preferred and may substitute for the experience requirement. Spanish language experience preferred. Must possess a valid class C or above driver’s license, proof of auto liability insurance and an acceptable driving record from the Department of Public Safety.
Military Occupation Specialty Code:
Navy OS, Coast Guard YN, Air Force 16GX, or other related fields pertaining to the minimum experience requirements may meet the minimum qualifications for this position and are highly encouraged to apply. Remarks
The successful candidate will have: Knowledge of the combative sports industry regulated by the Department; administrative rule-making process; review of license applications; and combative sports laws and rules. Knowledge of public administration, of research techniques; and of program and management techniques. Knowledge of training techniques; of statistical analysis processes; and, of management techniques. Skill in the use of standard office equipment, including mobile devices, laptops, and relevant software including Microsoft Word, Excel, PowerPoint, Teams, internet and email applications. Excellent customer service skills and attention to detail are essential. Ability to maintain confidential and sensitive information; and to explain policies and procedures to staff and to the regulated community; Ability to interact professionally and work effectively with internal and external customers in a very busy environment with frequent interruptions and short deadlines. Ability to interpret and evaluate statutes, rules and policies; to gather, correlate, and analyze facts; and to devise solutions to problems. Ability to prepare concise reports; train employees/contractors; and to establish and maintain effective and courteous working relations with a variety of individuals, groups, boards, and other governmental agencies.

Pay: $50,000.00 - $54,000.00 per year
