The Commercial Director leads all commercial, contractual, and procurement functions for large‑scale Hospitality, Wellness, and Real Estate developments within the Saudi Arabia EXPO program. With 18+ years of experience in PMC environments, the role ensures commercial governance, contract performance, risk management, and financial optimization across a diverse portfolio of high‑value projects. The position requires deep knowledge of the Saudi market, major international contract forms, and the complexities of giga‑project delivery.
Commercial Strategy & Leadership
- Develop and implement the commercial strategy for multi‑billion‑riyal Hospitality, Wellness, and Real Estate programs aligned with EXPO objectives.
- Lead commercial planning, budgeting, forecasting, and cost‑control frameworks across all project phases.
- Provide executive‑level guidance to project directors, contract managers, and procurement teams.
Contract & Claims Management
- Oversee the full contract lifecycle, including drafting, negotiation, award, administration, and close‑out of wide and complex contract packages.
- Manage claims, variations, change orders, and dispute resolution to protect the client’s commercial interests.
- Ensure compliance with Saudi procurement laws, EXPO governance, and international standards (FIDIC, NEC, bespoke forms).
Risk, Compliance & Governance
- Establish commercial risk registers and mitigation strategies for high‑complexity PMC projects.
- Implement robust commercial controls, audit processes, and reporting mechanisms.
- Ensure alignment with regulatory requirements, sustainability mandates, and EXPO program protocols.
Stakeholder & Partner Management
- Act as the senior commercial interface with government entities, developers, consultants, contractors, and international partners.
- Support executive decision‑making through commercial insights, scenario modeling, and performance reporting.
- Lead negotiations with major contractors, operators, and suppliers to secure optimal commercial outcomes.
Financial & Performance Management
- Drive cost efficiency, value engineering, and commercial optimization across all project packages.
- Monitor project financial health, cash flow, KPIs, and commercial performance metrics.
- Oversee procurement strategies, tender evaluations, and contract award recommendations.
Qualifications & Experience
- 18+ years of commercial management experience in PMC organizations delivering large‑scale Hospitality, Wellness, and Real Estate projects.
- Proven track record managing wide and complex contract portfolios within Saudi Arabia or the GCC.
- Experience working on mega/giga‑projects, ideally linked to national events or strategic programs (e.g., EXPO, Vision 2030 initiatives).
- Strong command of FIDIC, EPC, Design‑Build, and PMC contract frameworks.
- Bachelor’s degree in Engineering, Quantity Surveying, Construction Management, or related field; Master’s degree preferred.
- Exceptional negotiation, leadership, and stakeholder‑management skills.
- Deep understanding of Saudi commercial regulations, procurement processes, and cultural/business environment.
