We are looking for Commercial & Procurement Manager who can lead both the procurement and commercial (QS) functions across Shelter Group’s construction portfolio. The role oversees all procurement categories (civil, architecture, MEP, services) while also managing pre-contract and post-contract commercial activities, including tendering, cost evaluation, contract administration, value engineering, variations, and claims.
The position ensures full alignment between commercial strategy, procurement execution, cost controls, and project delivery. This role requires strong commercial acumen, deep construction industry knowledge, and proven ability to secure cost savings, negotiate effectively, protect company financial interests, and manage a multi-disciplinary team.
Procurement Strategy & Leadership
- Develop and implement procurement strategies aligned with project and corporate objectives.
- Ensure procurement execution supports project timelines, cost targets, and operational priorities.
- Lead procurement planning and forecasting in coordination with operations, project teams, QS, and finance.
- Provide strategic guidance for category management (civil, architecture, MEP, services).
- Oversee compliance with procurement governance, audit requirements, and authority matrix.
2. Supplier Sourcing & Relationship Management
- Identify, evaluate, pre-qualify, and onboard suppliers and subcontractors.
- Conduct high-level negotiations to secure commercial advantages, long-term agreements, and cost benefits.
- Monitor supplier KPIs based on quality, pricing, delivery, and after-sales performance.
- Maintain strategic supplier partnerships and continuously improve supply chain efficiency.
3. Procurement Operations & Process Management
- Supervise the full procurement cycle: PR → RFQ → Technical & Commercial Evaluation → Negotiation → PO/Contract.
- Ensure accurate and timely processing of purchase orders and contracts through the ERP system.
- Validate commercial comparison sheets and ensure best-value commercial decisions.
- Monitor procurement performance, lead times, compliance, and documentation standards.
4. Contracting, Governance & Claims Oversight
- Oversee drafting, review, and execution of procurement contracts, SLAs, and framework agreements.
- Ensure commercial compliance with legal requirements, FIDIC terms, and internal policies.
- Lead resolution of procurement disputes, supplier claims, and contractual noncompliance.
- Ensure all procurement records are audit-ready and traceable.
5. Cost Optimization, Value Engineering & Budget Control
- Drive cost-saving initiatives across all categories with measurable annual savings targets.
- Monitor market trends and commodity price changes to optimize purchasing decisions.
- Lead value-engineering initiatives with QS, engineering, and operations.
- Ensure procurement activities adhere to approved project budgets and cost forecasts.
6. Tendering, Estimation & Pre-Contract QS Management
- Oversee preparation and accuracy of BOQs, cost estimates, and tender submissions.
- Approve tender commercial evaluations, cost breakdowns, and risk assessments.
- Ensure tender submissions meet required profit margins and technical/commercial compliance.
- Validate subcontractor quotations and prepare negotiation strategies.
7. Post-Contract Commercial & Cost Control
- Monitor project budgets, cost deviations, and variance reports.
- Review and approve interim payment applications (IPCs) for clients.
- Verify subcontractor payments, remeasurements, and commercial correspondence.
- Review and validate financial forecasts, cashflows, and revenue projections.
8. Variations, Claims & Commercial Risk
- Oversee preparation, negotiation, and settlement of variations and claims.
- Ensure commercial protection of the company according to contract terms.
- Reduce commercial risk exposure by early identification of discrepancies and scope deviations.
- Prepare executive summaries and recommendations for high-value variations and claims.
9. Integrated Department Leadership
- Lead and manage combined teams of Procurement + QS (pre & post contract).
- Assign responsibilities, monitor performance, and ensure KPI achievement.
- Implement standard operating procedures (SOPs) for tendering, procurement, and commercial tasks.
- Provide coaching, training, and continuous development for team members.
Qualification And Skills
- Bachelor’s degree in Civil Engineering, Mechanical Engineering, Quantity Surveying, Construction Management, Business Administration, Supply Chain, or a related field; a Master’s degree (MBA/Construction Law/Contract Management) is an advantage.
- Minimum 15 years of progressive experience in procurement, quantity surveying (pre & post contract), commercial management, contract administration, and claims, with at least 10 years in GCC Tier-1 main contracting environments.
- Professional certifications such as CIPS, MRICS, CIArb (A.M or M), CPSM, CSCP, FIDIC Practitioner, PMP, or CCP are considered strong assets.
- Proven expertise in tendering, cost estimation, BOQ preparation, commercial evaluations, contract negotiation, claims preparation, and dispute resolution.
- Strong command of FIDIC, contract law, and industry-standard contracting practices for clients and subcontractors.
- Demonstrated leadership in managing multi-disciplinary teams across Procurement, QS (pre/post contract), Commercial & Contracts.
- Advanced ability to drive cost optimization, value engineering, procurement strategies, supplier performance improvement, and commercial risk mitigation.
- High proficiency in the full procurement cycle (PR, RFQ, comparison sheets, negotiation, PO, contract award) and strong understanding of ERP procurement and cost-control systems.
- Strong analytical, financial, and commercial acumen, with the ability to produce accurate forecasts, cost reports, and commercial dashboards.
- Excellent negotiation, communication, and stakeholder management skills, with proven success securing favorable commercial terms.
- High attention to detail, accuracy, governance compliance, and documentation control, with a commitment to upholding internal and external audit standards.
- Ability to work under pressure in fast-paced construction environments, managing multiple priorities and strict deadlines with professionalism and integrity.
- Fluent in English; Arabic is an advantage.
