General Purpose

“The starting salary for this position ranges between $22.33 and $24.56, depending on experience (DOE)***

GENERAL PURPOSE
Performs a variety of professional responsibilities associated with the execution of city-wide internal and external communications, marketing, and community engagement strategies and activities. Assists with cultivating brand personality and helping engage the public through social media, video, physical marketing, email, and events.

SUPERVISION RECEIVED
Works under the general direction of the Communication Manager.

Examples of Duties

Assists in maintaining a unified internal and external voice for Clearfield City through various communication media.

Consults with internal clients as assigned to develop communication goals, identify appropriate audiences, develop messages, and recommend appropriate communication tools and venues to accomplish goals.

Utilizes a variety of marketing/communication software for the creation of marketing collateral.
Designs and produces publications and documents for the City, such as newsletters, mailers, billing inserts, flyers, brochures, as necessary.

Contributes and helps maintain the City’s website for assigned internal clients by updating webpages and adding to the Newsroom; copywrite and edit internal and external correspondence including news releases, marketing copy, external and internal web content, letters, marketing plans, and presentations for the general public and internal staff.

Consistently maintains the City's social media presence and positions the City as a resource for residents and businesses, and implements larger community engagement and social media campaigns designed to enhance the City’s image. Posts regularly, responds regularly, monitors, interactions and engages appropriately on all social media platforms.

Proactively seeks out stories about the city and its residents for use on social media, newsletters, website, and news media.

Engages the community through creative, professional and positive messaging of City initiatives and projects and releases it through various communication media and platforms.
As directed by the Mayor and City Council, coordinates and executes four (4) community engagement events or projects annually, e.g. open houses, pop-up parties, bridge activities, etc.

Performs other special projects prioritized by the Mayor and City Council as time allows.

Adds to the city’s branding and photo library.

May be called on to assist with emergency and disaster communications, and within reason, is on-call at those times.

Minimum Qualifications

Education and Experience:

A. Bachelor’s degree in Public Relations, Communications, Journalism, Marketing, or closely related discipline,
AND
B. One (1) year of experience related to above or with municipal government,
OR
C. An equivalent combination of education and experience.

PREFERRED EXPERIENCE

Experience with a broad range of communication platforms and technologies.
Understanding of how to use social media in a news and content strategy.
Experience shooting, editing, and posting videos and photos online and through social media.
Experience with desktop publishing using Adobe Creative Suite.

Special Qualifications:

  • Must obtain and maintain a valid Utah Driver’s License.

Additional Qualifications/Information

Essential Functions, Knowledge, Skills, and Abilities:

Working knowledge of advertising and public relations, marketing and events management advertising, design, layout and copywriting; community needs and interests; various social media platforms; Adobe Creative Suite; the role of social media engagement in marketing campaigns.

Ability to communicate effectively verbally and in writing; plan, organize, develop and administer activities for a large community; communicate tactfully with the public in confrontational circumstances; exercise independent judgment in evaluating situations; develop effective working relationships with supervisor, fellow employees, members of the community, public and private organizations, and boards.

Work Environment:
Incumbent of the position performs in a typical office setting. Periodic local travel required in normal course of job performance.
