ABOUT THIS JOB
Position Specific Summary
The Communications Engineer position at the City of Tucson’s Information Technology Department plans, designs, implements, manages, and monitors a wide range of wired and wireless communications systems and network infrastructure, to include microwave and fiber optics. Communications Engineers work closely with multidisciplinary teams to deliver high-quality communication solutions that meet industry standards and regulatory requirements. This role completes regular system updates and modifications, maintains records, troubleshoots technical issues, and provides technical support.
Work is performed under the supervision of the Information Technology Manager. This position does not supervise.
Duties and Responsibilities
  • Manages and directs projects related to the development and deployment of communication systems. Develops timelines and project parameters, reviews and approves plans and documents, devises solutions to problems, and ensures projects are completed effectively and efficiently. Organizes and attends meetings with project stakeholders.
  • Plans, designs, manages and monitors communications systems and infrastructure. Assist with design, procurement, installation, and maintenance of communications system equipment. Oversees the implementation and integration of wired and wireless communication systems in a wide range indoor and outdoor environments.
  • Documents design specifications, system layout and configurations, test results and maintenance activities. Creates and maintains drawings, diagrams, maps, and spreadsheets. Reviews agreements. Prepares reports on system performance, project progress, and compliance issues.
  • Maintains City of Tucson Telecommunications Standards to remain consistent with industry standards. Ensures projects are completed in compliance with all relevant standards and industry best practices. Reviews design drawings and plans and provides comments. Inspects work, creates punch lists, and ensures issues are resolved. Manages FCC licenses and FAA registrations for wireless systems.
  • Collaborates with customers to understand their communication needs and requirements. Resolves customer service issues by researching service problems, identifies problems and provides solutions. Provides advice and direction to technical and professional staff on matters pertaining to systems development, quality assurance, communications equipment requirements and staffing.
  • Performs Other Duties as Assigned.
Working Conditions
Indoor and outdoor work with some exposure to physical, ergonomic, or emotional hazardous environment.

MINIMUM QUALIFICATIONS
MINIMUM QUALIFICATIONS

Education: Associates degree
Work Experience: Five (5) years of related experience.

  • Any combination of relevant education and experience may be substituted on a year-for-year basis.

PREFERRED QUALIFICATIONS:

Professional certification from a recognized information technology/technical association.

Formal project management training or certification.

Experience designing, implementing, managing, and maintaining fiber optic, microwave or similar point to point network infrastructure including installation, termination, and troubleshooting of fiber optic cable.

Experience in design and planning point-to-point network solutions to meet specific requirements, considering factors such as distance, bandwidth, reliability, and interference.

Experience utilizing radio frequency principles, including modulation, propagation analysis, and interference mitigation, to support reliable communications systems.

Experience in interpreting and applying relevant industry standards, regulations, and best practices governing the deployment and operation of telecommunications networks, such as FCC regulations for radio frequency spectrum usage.

License/Certifications:

Valid and unrestricted Arizona Class D Driver License.
