Job Description and Duties
Under the general direction of the Director of the Budget Office within the College Finance and Facilities Planning Division, the Budget Specialist is part of the team responsible for the management, development, implementation, monitoring and maintenance of the Chancellor’s Office’s state operations and local assistance budgets in several complex budget workbooks and the state budget and accounting systems (FI$CAL), while working with various internal and external stakeholders. The Budget Specialist provides support related to complex and sensitive programs of the Chancellor’s Office and California community college system including funding and administration of the annual budget through grants, contracts, and apportionments in coordination with program staff, the Accounting Office, the Fiscal Services Unit, Human Resources, our district fiscal agent, Department of Finance, State Controller’s Office, and other stakeholders. The incumbent needs to have or develop an understanding of appropriate budget methodologies and processes available to the Chancellor’s Office for the overall administration, oversight and monitoring of state operations and local assistance budgets via the state operations budget workbook, the local assistance matrix, set-aside review workbook, Budget Letters from the Department of Finance and reports from our fiscal agent and our state accounting and budget systems. The incumbent will also participate in the provision of training and technical assistance to internal staff regarding these work products and processes. The incumbent will also work on a variety of other tasks, as necessary, advocacy for the system budget request and assisting with annual budget development and administration.
Working Conditions
Ability to use standard computer and/or office machines for an extended period of time.
Work in a climate-controlled, open office environment under artificial lighting.
Exposure to computer screens and other basic office equipment.
Periodic presentations will occasionally be required.
Ability to effectively work in a hybrid/telework setting within the state of CA.
Hybrid work setting provided.
Willing and able to travel to colleges, work sites, conferences as needed.
