General Description

The Community Manager is involved in all aspects of day-to-day operations of the property(ies) and ensures that the operations in assigned areas are in compliance with the standards and expectations of Operational Excellence, other stated guidelines of Visionary Property Management (VPM), and Visionary Home Builders of California, Inc. (VHB). The position requires on-site living, some evening hours, and the use of independent judgment and decision-making skills. It is expected that a significant portion of the time required to carry out these duties will be spent at the property, but on certain occasions some hours may be worked off site. The Community Manager will complete all reasonable work-related directives given by the Regional Director of Property Management and is responsible for ensuring the completion of all property management site-level activities with site-level staff and other VHB related departments to ensure that the essential functions are met on a regular and consistent basis.

Essential Functions

  • Ensures rent collection procedures are followed and benchmarks are achieved.
  • Ensures that occupancy levels are at budgeted or higher
  • Ensures rents allowed under the regulatory programs are being achieved
  • Ensures property budgets are followed and achieved
  • Ensures property expenses are regularly reviewed and effectively managed to adhere to budgeted guidelines.
  • Ensures that the Controllable Net Operating Income is achieved and exceeded
  • Ensures all regulatory compliance requirements, including file compliance, recertifications, interim recertifications, and appropriate documentation, are followed, monitored, and completed.
  • Ensures physical guidelines are achieved at each property, in accordance with expectations of ownership and/or Operational Excellence.
  • Ensures the adherence to the preventative maintenance schedule established for assigned property(ies)
  • Implements and maintains environmentally-responsible guidelines as outlined by ownership.
  • Ensures the day to day management of site-level staff is in accordance with expectations of ownership and/or Operational Excellence
  • Ensures that positive, collaborative internal and external relationships are fostered and maintained with residents, venders, and the community
  • Ensures that site-level staff receive/participate in necessary educational requirements
  • Ensures understanding and effective use of property management, accounting, and personnel-related software, instructing staff on proper usage, as necessary
  • Monitors and enforces guidelines as outlined in the Injury and Illness Prevention Plan.
  • Ensures resident concerns are appropriately addressed in a timely manner.
  • Demonstrate leadership when working hand and hand with residents
  • Ensures the delivery of great customer service to residents.
  • Ensures an effective partnership with Resident Services and/or third-party service agencies to meet the ownership’s service objectives
  • Effectively conducts monthly mandatory resident meetings.
  • Ensure quarterly unit inspections are conducted
  • Follows and enforces all fair housing and local landlord and tenant laws and regulations.
  • Participates in appropriate community and neighborhood meetings.
  • Adhere to OSHA rules and Regulation
  • Attend safety meetings
  • Attend Fair Housing training within 90 days hire and annually attendance
  • Adhere to the Property management Policies and Procedures Manual
  • Adhere to VHB Policies and Procedures outlined in the Employee Handbook
  • Always maintain a professional demeanor.
  • Other duties as assigned.

Job Qualification Requirements

Knowledge & Experience:

  • Demonstrated experience in a property management position or as a property assistant
  • Knowledge of property maintenance and upkeep
  • Experience conducting physical inspections of residential properties
  • Knowledge of landlord-tenant law, local and federal housing laws, including Fair Housing and HUD procedures, Low Income Tax Credits, Rural Housing, and Tax-Exempt Bond properties preferred
  • Ability to work with others in establishing and meeting goals and objectives
  • Ability to communicate effectively both orally and in writing
  • Ability to communicate effectively and work with individuals from diverse backgrounds and experience
  • Skilled in organizing time and prioritizing work load
  • Willingness and ability to attend tenant meetings and events
  • Ability to speak in public
  • Good working knowledge of computers
  • Commitment to long-term affordable housing and the concept of organizing low-income people
  • Experience being accountable for financials.
  • Must Live On Site

Education:

  • High school diploma or equivalent required AND
  • At least two (2) years of experience in property management AND
  • At least one (1) year of experience in real estate, property management, or related field AND
  • Professional certification in property or affordable housing management preferred OR
  • An equivalent combination of training and experience

Equipment and Software:

  • Computer with Internet and email capabilities
  • Microsoft Word, Excel, and PowerPoint
  • Google Apps products (email, calendar, docs, etc.)
  • Knowledge of Yardi Property Management Software a plus

Licenses/Certification:

  • Valid driver’s license and proof of auto insurance required

Pay: $20.00 - $25.00 per hour
