The Fort Walton Beach Housing Authority (FWBHA) has been serving the Fort Walton Beach and Okaloosa County community since 1968. We provide safe, affordable housing and rental assistance to families, seniors, and veterans through programs such as Public Housing, Housing Choice Vouchers, and Veterans Affairs Supportive Housing (VASH). In addition, we own and operate a workforce housing community, Church Street Apartments (12 units), offering market-based rental options.

What We Are Looking For:
We are seeking a detail-oriented and dependable Compliance Specialist / Finance Assistant to support the Fort Walton Beach Housing Authority’s mission by ensuring adherence to HUD compliance requirements while providing financial and administrative support to the Finance Department.
This position plays a dual role, maintaining compliance oversight for housing programs (including Section 8, conventional, and HUD-affiliated properties) and assisting with the Authority’s daily financial operations, such as accounts payable, reconciliations, and reporting.
The ideal candidate will have a strong understanding of HUD compliance and basic accounting principles, with the ability to work collaboratively across departments to maintain accuracy and regulatory compliance.
In this role, you will:
  • Ensure compliance with HUD regulations, including NSPIRE, HQS, PHAS, SEMAP, and Operating Subsidy reporting standards.
  • Review new HUD regulations, interpret the new regulations, and develop new policies and procedures according to the new regulations.
  • Review tenant and program files for accuracy and completeness, including rent calculations and subsidy documentation.
  • Maintain audit-ready documentation for HUD reviews and assist with audit preparation.
  • Accurately process accounts payable and receivable using PHA-Web or other accounting software.
  • Reconcile bank statements, invoices, and account balances within established deadlines.
  • Support general ledger functions and assist in preparing HUD-required financial reports, including HUD-52722 and HUD-52723 forms.
  • Provide administrative and clerical support to the Finance Department, including data entry, filing, and documentation management.
  • Collaborate with Housing, Maintenance, and Finance teams to ensure data accuracy and compliance with HUD standards.
  • Communicate effectively with management, auditors, and HUD representatives to support department goals.
What You Need:
  • Associate’s degree in accounting, Business Administration, or related field (Bachelor’s preferred).

  • Three (3) to five (5) years of experience in HUD compliance, finance, or property management.

  • Proficiency in Microsoft Office and accounting software (Emphasys, PHA-Web, Yardi, or Tenmast preferred).

  • Familiarity with HUD Operating Subsidy, NSPIRE, HQS, PHAS, and SEMAP standards.

  • Strong attention to detail, analytical skills, and ability to handle sensitive financial and compliance data.

  • Valid Florida driver’s license and ability to travel locally between properties.
