Job Description:

Construction Director – Infrastructure
Doha, Qatar

Parsons is seeking a highly experienced and accomplished Construction Director (Infrastructure) to lead a portfolio of 17 major infrastructure projects in Qatar, including roads, utilities, drainage systems, landscaping, and pump stations for a highly demanding client requiring exceptional delivery standards and responsiveness.

What You’ll Be Doing:

• Plan, direct, and control all technical, commercial, financial, and administrative aspects across multiple concurrent infrastructure projects.

• Ensure all program requirements and deliverables meet Ashghal’s stringent standards and expectations.

• Lead the preparation and execution of key plans, including Project Execution Plans, Health & Safety Plans, and QA/QC procedures.

• Assign responsibilities to senior team members aligned with their expertise and project needs.

• Manage scope variations and lead negotiations with clients and subcontractors.

• Maintain strong client engagement, acting as the primary point of contact with Ashghal and other stakeholders.

• Operate effectively in a high-demand environment with extended working hours (48 hours per week over 6 days), subject to client requirements.

• Identify risks such as delays or cost overruns and implement proactive mitigation strategies.

• Oversee site operations, including labor coordination, procurement, and commercial controls.

• Ensure accurate management of change orders and contractual documentation.

• Promote a culture of quality, safety, and continuous improvement across all projects.

• Monitor progress against milestones and report on performance, risks, and recovery plans.

• Lead regular progress meetings with internal teams, clients, and subcontractors.

• Support business development initiatives and contribute to securing additional work.

• Participate in staff evaluations, mentoring, and development planning.

What Required Skills You’ll Bring:

• Bachelor’s degree in Engineering or a related technical or business discipline.

• Minimum of 3 years of experience in Qatar (Mandatory)

• Minimum of 20 years of relevant experience, including strong project and construction management expertise on large-scale infrastructure projects.

• Proven experience in senior leadership roles, such as Principal Project Manager or equivalent.

• Extensive background in operations management, including personnel and facilities oversight.

What Desired Skills Youll Bring:

• Master’s degree in Engineering, Construction Management, or Business Administration (MBA

• Professional certifications such as PMP or equivalent

• Experience with Ashgal client its prefered
