Construction Manager (Civil)

Job Purpose

To lead and manage the planning, execution, supervision, and successful delivery of civil construction works for infrastructure, buildings, roads, utilities, earthworks, concrete structures, and associated site development packages in NEOM. The role is responsible for ensuring projects are delivered safely, on time, within budget, and in compliance with project specifications, quality standards, contract requirements, and client expectations. This role also requires close coordination with consultants, subcontractors, QA/QC, HSE, planning, commercial, and client representatives in a complex multi-stakeholder environment.

Key Responsibilities Project Planning and Execution

  • Manage day-to-day site execution of civil construction activities.
  • Review IFC drawings, specifications, BOQs, method statements, and construction schedules before execution.
  • Plan manpower, materials, equipment, and subcontractor requirements for assigned work fronts.
  • Monitor progress against approved baseline schedules and recovery plans.
  • Ensure civil works are executed according to approved drawings, specifications, method statements, and project procedures.

Construction Management

  • Lead site teams including engineers, supervisors, foremen, surveyors, and subcontractors.
  • Supervise civil works such as excavation, backfilling, road works, drainage, concrete works, foundations, structural elements, utilities, and finishing-related external works.
  • Resolve technical and execution issues arising at site.
  • Coordinate with MEP, architectural, structural, logistics, and interface teams to avoid delays and clashes.
  • Conduct regular site inspections to ensure productivity and workmanship standards.

Stakeholder and Interface Coordination

  • Coordinate with client representatives, consultants, project management teams, and subcontractors.
  • Attend technical, progress, coordination, and interface meetings.
  • Prepare and present progress updates, look-ahead plans, and constraint logs.
  • Ensure smooth coordination with design and engineering teams for RFIs, shop drawings, material approvals, and field changes.

Quality Assurance / Quality Control

  • Ensure implementation of approved ITPs, inspections, testing requirements, and quality procedures.
  • Verify all civil works meet contract specifications and project quality standards.
  • Coordinate inspections with consultants/client representatives.
  • Monitor closure of NCRs, site observations, and punch list items.
  • Support handover, testing, commissioning interface, and final acceptance processes.

Health, Safety, and Environmental Compliance

  • Ensure all activities are carried out in compliance with HSE policies, permit requirements, and risk control measures.
  • Promote a strong safety culture and stop unsafe work when necessary.
  • Participate in toolbox talks, safety walks, incident investigations, and corrective action tracking.
  • Ensure environmental and sustainability requirements are followed during construction activities.

Commercial and Contract Support

  • Review quantities, progress measurements, subcontractor performance, and work completion status.
  • Support variation claims, progress billing, and commercial assessments with proper records.
  • Monitor resource utilization and help control project costs.
  • Track site changes, delays, and potential claims with proper documentation.

Reporting and Documentation

  • Prepare daily, weekly, and monthly progress reports.
  • Maintain records of inspections, materials, manpower, equipment, and completed quantities.
  • Review site diaries, site instructions, RFIs, MIRs, WIRs, and as-built records.
  • Ensure proper document control and timely submission of technical and progress documentation.

Leadership and Team Development

  • Lead, mentor, and evaluate junior engineers and site supervisors.
  • Allocate responsibilities and monitor team performance.
  • Promote discipline, accountability, collaboration, and professional conduct across the project team.

Qualification Requirements

  • Bachelor’s degree in Civil Engineering.
  • Master’s degree is an advantage.
  • Professional certification such as PMP, PMI-SP, PRINCE2, or equivalent is preferred.
  • Saudi Council of Engineers registration is preferred or should be obtainable, depending on employer requirements.

Experience Requirements

  • For Senior Civil Project Engineer or Civil Construction Manager: typically 10–12 years of civil construction experience.
  • Strong experience in large-scale infrastructure, industrial, commercial, mixed-use, giga-project, or master-development projects.
  • Gulf experience, especially in Saudi Arabia, is highly preferred.
  • Previous experience on mega or remote projects with strict HSE, quality, and stakeholder controls is highly desirable.

Required Skills and Competencies

  • Strong knowledge of civil construction methods and sequencing.
  • Excellent understanding of drawings, specifications, contracts, and construction standards.
  • Strong leadership and team management ability.
  • Good planning, coordination, and problem-solving skills.
  • Ability to manage multiple subcontractors and interfaces simultaneously.
  • Strong reporting and documentation skills.
  • Sound understanding of QA/QC, HSE, and risk management.
  • Good commercial awareness and cost-control mindset.
  • Proficiency in MS Office, AutoCAD, Primavera P6, and project reporting tools.
  • Strong English communication skills; Arabic is an advantage.

  • Timely closure of RFIs, NCRs, and site issues.
  • Productivity of labor and equipment.

  • Effective coordination with client, consultant, and internal teams.
  • Successful handover of completed work fronts.

Working Conditions

  • Based at project site in NEOM.
  • May require work in remote site conditions and rotational schedules depending on project needs.
  • Requires frequent site inspections, coordination meetings, and interface management across multiple disciplines.

Job Type: Contract
Contract length: 12 months

Pay: ﷼9,000.00 - ﷼10,000.00 per month
