Construction Project Manager

Serves as a Senior Construction/Project Manager, delivering field construction management services, and contract surveillance for the Bay Pines VA Medical Center. Duties are described below. Specific duties include, but are not limited to:

General Responsibilities:

  • Assists the VA Facility Management Staff with the overall management of the construction contract.
  • Performs/documents quality assurance inspections to ensure the construction contractor meets the plans and specifications requirements of the contract.
  • Attends and participates in meetings and reviews.
  • Engages in Activity Hazard Analysis discussions and decisions.
  • Reviews submittals and RFIs to ensure compliance with the project plans and specifications.
  • Reviews as-built drawings, conducts labor standard interviews, ensures compliance with OSHA regulations, and performs inspections of specific processes.
  • Prepare daily reports, provide recommendations for work acceptance, and ensures work is in accordance with plans and specifications.

Quality Assurance Inspections

The Senior Construction Representative must be able to:

  • Performs and documents construction inspections
  • Ensures compliance with agreed schedule, plans, safety regulations, and other contract documents.
  • Inspect materials for contract compliance and work with contractors to correct deficiencies.
  • Delivers surveillance reports on all phases of construction for compliance with plans and specifications in respect to workmanship, materials, installation and construction methods to government personnel.
  • Verify contractor payroll accuracy and inspect installed property inventories.
  • Attend safety meetings, maintain organized files and updated plans, and conduct detailed final inspections.
  • Prepares and monitors timeliness of correspondence and responds to RFIs and contract discussions.
  • Maintains Government-provided equipment in good condition.
  • Reviews of Quality Control Reports.
  • Familiarity with 29 CFR 1926 OSHA Construction Industry Regulations.
  • Monitors deficiency tracking procedures and report findings in daily logs.
  • Tracks and maintains submittals and RFIs for review and approval.

Required Experience:

  • Minimum of 3 years of experience in management of facility construction projects including supervision of engineering, design and construction, schedule control, cost management and program budgeting, and overall project management activities, Professional experience should include strong knowledge of construction documents, as well as superior management and communication skills.
  • Field inspections to determine acceptability of workmanship and compliance with plans.
  • Working knowledge of reporting tools and software for the purpose of presenting information in Microsoft tools such as excel, word, plans and design documents.
  • Experience with hospital Information Technology/Low Voltage Infrastructure construction or maintenance. Specific experience with Electronic Health Records Management Systems preferred.
  • Experience with design and construction of healthcare infrastructure to include heating, cooling, plumbing, electrical, emergency power, and special systems. Experience in VA Hospitals preferred.
  • Experience with campus site infrastructure, including all utilities, roadways, and parking; experience working in the state of Florida and demonstrated understanding of Florida specific considerations is preferred.
  • Experience with infection control during construction within active hospital settings.
  • Experience with project phasing to maintain hospital operations during construction to minimize disruption to patients and staff
  • Experience with commissioning hospital infrastructure systems
  • Familiarity with engineering and construction codes and standards, such as ASHRAE, NFP, Florida Building Code, NEC, etc. Familiarity with VA Design Guides/Manuals, Specifications, and other applicable standards preferred.

Education and Certifications:

The Senior Construction/Project Manager(s) shall have at minimum the following:

  • Bachelor's Degree Architectural, Engineering, Construction Technology, or Construction Management college curriculum four (4) year degree minimum and a minimum of 3 years of relevant construction management experience.
  • Educational requirement may be substituted by additional 3 years of directly related experience.
  • OSHA 30 Certification
  • Valid driver’s license
  • Strong communication skills. Fluent in English.

Pay: $88,000 to $98,000 based on experience
