The Role
Construction QHSE Manager is responsible for implementing Uniestate’s QHSE policies and procedures and IMS at construction sites, ensuring the safety of employees and contractors and the achievement of site environmental targets; ensuring that applicable legal and regulatory requirements are met. Strategy and planning • Review proposed construction plans for QHSE complince. • Define and communicate construction QHSE objectives. Leadership • Represent the Section to QHSE Manager, other departments and to external parties; serve on committees, as required. • Cascade Uniestate’s QHSE policies, goals and requirements to construction sites and to contractors. • Ensure that subordinates have the requisite knowledge, skills and other competencies required to complete tasks and achieve objectives. • Provide technical direction, advice, guidance and support for subordinates where necessary, engaging in communication and consultation to ensure that proposals, risks, issues and requirements are clarified. • Evaluate subordinate performance. Business • Acquire and maintain knowledge of Uniestate’s business, including its structure, departmental roles and responsibilities and operations, applying this knowledge in all decisions. Policies, procedures and ways of working • Direct the preparation and implementation of policies and procedures for construction management. People and talent management • Identify subordinates’ learning and development needs and ensure that they receive the required training, experience and learning to execute their roles effectively. • Identify successors for Section positions and ensure that they are mentored and developed to be able to take up new roles, when required. • Delegate tasks to subordinates to assist them in developing their competencies. • Provide active leadership for nationalisation programs and the development of UAE nationals. QHSE / IMS implementation • Lead the implementation of QHSE / IMS requirements at all construction sites. • Review contractor scopes of work for QHSE compliance. • Review contractor proposals for QHSE compliance. • Lead the planning and implementation of safety, health and environmental programmes at construction sites. • Lead the investigation of incidents, root cause analysis and the implementation of nonconformity control and corrective action. Contractor QHSE management • Lead contractor onboarding and site induction. • Prepare contractor employee training plans and monitor training plan implementation. • Ensure that contractor inspections are conducted to evaluate contractor QHSE compliance. Construction QAQC • Lead the implementation of QAQC processes, inspections, tests and other quality-related requirements at sites. • Monitor the control of nonconforming materials, processes and outputs, ensuring that nonconforming work is segregated and corrected adequately. • Monitor site inspections to ensure that any quality-related issues are addressed. QHSE inspections • Lead the preparation of QHSE inspection plans. • Monitor the implementation of QHSE inspection plans by QHSE Specialists and external parties, where required. • Lead the implementation of corrective action, following receipt of inspection reports. Emergency response management • Lead site emergency response to ensure that response plans are activated and executed correctly. • Manage emergency response plan exercises and tests at construction sites. • Manage lessons learned and emergency response plan improvement. QHSE reporting • Prepare construction QHSE reports for QHSE Manager and notification to Head of Construction and site construction managers. QHSE audits • Arrange and lead the implementation of IMS audits at construction sites. • Assist site construction managers to implement audit findings. Risk management • Prepare or lead the preparation of hazard and risk assessments and environmental impact assessments. • Ensure that controls are implemented, as required. Technology • Propose systems, applications and tools for QHSE management. • Ensure that QHSE specialists utilise approved systems, applications and tools. Compliance • Ensure that all site QHSE processes comply with legal / regulatory and internal requirements. • Advise Head of Construction and site construction managers on applicable legal / regulatory requirements. • Report cases of noncompliance to QHSE Manager. • Advise subordinates on compliance-related matters.
Requirements
Education and qualifications • Bachelor’s degree in Engineering or a related field is required • Master’s degree in Engineering, Architecture, or a related field is preferred Experience • 7+ years of experience in project management and QHSE field with a least 4 years of experience in a managerial position Skills • Quality management • HSE management • Construction management • Building codes • Contractor management • Procurement • Budgeting, accounts and financial analysis • Project management • Risk management
