Construction Safety Manager

Obayashi Corporation is seeking qualified candidates for a Construction Safety Manager position. Obayashi Corporation has an excellent career opportunity for a Construction Safety Manager to work for our Guam Projects. The successful candidate should be a highly motivated individual and will be assigned to oversee safety compliance and risk management for on-going construction projects located in Guam. The role is integral to ensuring all activities meet federal, military, and local occupational health and safety regulations, particularly EM 385-1-1 standards set by the U.S. Army Corps of Engineers and NAVFAC.

DUTIES AND RESPONSIBILITIES

  • Implement, and enforce the Project’s Safety and Health Management System (SHMS) aligned with federal regulations and military standards to all sites.
  • Monitor field operations to ensure compliance with OSHA and EM 385-1-1 requirements.
  • Conduct risk assessments and daily safety inspections across job sites.
  • Screening and supervision of subcontractors to ensure their alignment with the project’s safety and compliance standards.
  • Lead safety orientations, toolbox talks, and recurring training sessions for workers and subcontractors.
  • Prepare and maintain accurate records including incident reports, hazard analyses (AHAs), and safety meeting logs.
  • Serve as the main point of contact for safety compliance with NAVFAC and U.S. military safety officers.
  • Conduct investigations and generate corrective actions for any incidents or near misses.
  • Submit periodic safety reports and ensure all required documentation is maintained and available for regulatory review.
  • Promote a culture of proactive safety awareness among all personnel.

REQUIREMENTS

Education/Experience

  • Bachelor's degree in civil engineering, construction management, or related discipline
  • Minimum of 5 years of experience in construction safety management.
  • Demonstrated ability to lead safety initiatives on complex construction projects in remote or high-security environments.
  • A valid US driver's license and satisfactory driving record is required. For foreign candidates, they must have at least 5 years of satisfactory driving record. 
  • Must be able to pass a background check for access to US military facilities
  • No criminal record or history of drug use. 

PREFERRED QUALIFICATIONS/SKILLS

  • Local candidates from Guam and the CNMI
  • Previous experience on projects for Department of Defense agencies (NAVFAC, USACE, etc.)
  • Excellent verbal and written communication and interpersonal skills
  • EM 385-1-1 40-Hour Training Certificate
  • OSHA 30-Hour Construction Safety Certification
  • CPR/First Aid Certification
  • Proficiency in Microsoft applications such as Word, Excel, PowerPoint, and Outlook

Who we are

Obayashi Corporation is the only Japanese general contractor that has been operating in the United States and Canada for a long time, notably since receiving our first tunneling project in San Francisco, CA in 1982. We currently have several tunneling projects as well as some CM/GC (Construction Manager and General Contractor) type contracts in the states. We have completed many projects in the region during our 40-plus year history, including the historic Hoover Dam Bypass Bridge mentioned above. We also have two strong heavy civil contractors in our group, Kraemer North America, MWH and Kenaidan.

The Guam office has focused on federal and military construction since its launch in 2010.
