CONSULTANCY (RCCE PLANS EXPERT)

Purpose of the Consultancy
The purpose of this consultancy is to develop a comprehensive, evidence-based, and operational National Multi-Hazard RCCE Plan that strengthens Pakistan’s preparedness, response, and recovery capacities, aligned with IHR (2005), NAPHS (2024–2028), and national risk profiling priorities.
Background
As a State Party to the International Health Regulations (2005), Pakistan is committed to strengthening core public health capacities across prevention, detection, and response. Despite notable progress, critical gaps persist in achieving optimal preparedness levels, particularly in risk communication and community engagement (RCCE), which are essential for effective emergency response and public trust.

The Joint External Evaluation (JEE) conducted in 2023 assessed 56 indicators and assigned Pakistan an overall score of 43/100, identifying RCCE as a priority gap under the response domain. Key recommendations included the development of a national RCCE framework, institutional mechanisms, and operational plans to address misinformation, strengthen community trust, and enable behaviour change during public health emergencies.

In response, the Government of Pakistan, through the Ministry of National Health Services, Regulations and Coordination (MoNHSR&C) and the National Institute of Health (NIH), developed the National Action Plan for Health Security (2024–2028), which prioritizes RCCE as a cross-cutting capacity. Concurrent national risk profiling exercises (2024–2025) have further identified priority biological hazards requiring strengthened RCCE systems under a One Health approach.

With support from WHO and partners under the Pandemic Fund, this consultancy aims to develop a comprehensive operational and multi-hazard RCCE Plan to support preparedness and response across national and sub-national levels. The plan will ensure integration with surveillance systems, community-based early warning, and coordinated multi-sectoral response mechanisms.

Work to be performed
Output 1: Submission of Inception Report with detailed methodology and workplan
Deliverable 1.1: Conduct desk review of key documents (JEE, NAPHS, IHR reports, RCCE guidelines, global best practices).
Deliverable 1.2: Undertake consultations with NIH, MoNHSR&C, WHO, and key stakeholders.
Deliverable 1.3: Develop an Inception Report, including: methodology, workplan, and consultation strategy.

Output 2: Submit RCCE Mapping and Situational Analysis Report
Deliverable 2.1: Develop stakeholder mapping across One Health sectors and media landscape.
Deliverable 2.2: Conduct in-depth Assessment of existing RCCE systems, gaps, and best practices.

Output 3: Draft National Multi-Hazard RCCE Plan (with SOPs & strategies)
Deliverable 3.1: Develop draft of National RCCE Plan (multi-hazard, One Health).
Deliverable 3.2: Prepare SOPs, governance frameworks, and communication strategies.
Deliverable 3.3: Conduct thematic consultations with federal and provincial stakeholders, CSOs, academia, and partners.
Deliverable 3.4: Analyse inputs and validate of initial findings.

Output 4: Submission of Simulation Exercise (SimEx) Report and Revised RCCE Plan
Deliverable 4.1: Conduct of simulation exercise (SimEx) in selected high-risk districts.
Deliverable 4.2: develop a revised of plan based on lessons learned.

Output 5: Deliver Final RCCE Plan and Validation Workshop
Deliverable 5.1: Finalize and submit RCCE Plan and consolidated report.
Deliverable 5.2: Deliver Presentation and validation workshop (to be convened by WHO).
Technical Supervision
The selected Consultant will work under the supervision of:
Responsible Officer: Health Emergency Lead
Manager: WHO Representative, Pakistan
Specific requirements
Qualifications required:
  • Essential: The expert (s) must hold Advanced level degree (Master’s or above) in social sciences, Health Communication, Public Health or related field.
  • Desirable: Post qualification with Social Sciences or Public Health related disciplines.
  • Additional training in risk communication, infodemic management, public health emergency management and response.
Experience required:
  • Minimum 7 years of progressive experience in public health program design, risk communication, and community engagement, with proven contributions to IHR (2005) core capacities in the country.
  • Demonstrated expertise in health emergency management, RCCE, outbreak preparedness and response, and multi-hazard planning under the One Health approach.
  • Experience in facilitating national- and provincial-level consultations, stakeholder engagement, and intersectoral coordination across human, animal, and environmental health sectors
  • Proven record of developing national level plans, documents, strategies, and proposals
Skills / Technical skills and knowledge:
  • Experience in research-based planning, monitoring and evaluation, and capacity building, including development of SOPs, training modules, and simulation exercises.
  • Excellent skills in technical writing, coordination, and partnership management with government, UN agencies, donors, and civil society.
Language requirements:
  • Proficiency in reading, writing, and speaking English and local language is required.
Place of assignment
  • Islamabad, with travels to the provinces
Medical clearance
  • The selected Consultant will be expected to provide a medical certificate of fitness for work.
Travel
The Consultant is expected to travel according to the itinerary and schedule provide by WHO.

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.
Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
