CONSULTANT (INFLUENZA)

Purpose of the Consultancy
The purpose of this consultancy is to develop a costed, operational and validated National Influenza Epidemic and Pandemic Preparedness and Response Plan using a One Health framework that integrates human, animal (livestock, poultry and wildlife) and environmental systems and aligns with Pakistan’s health security commitments under the IHR and NAPHS (2024-2028).
Background
Influenza epidemics and pandemics represent a prioritized public health threat in Pakistan as identified through national risk profiling exercises and the Joint External Evaluation (JEE 2023). Pakistan’s dense population, extensive poultry and livestock sectors, live animal markets, and human–animal–environment interfaces create sustained risks for zoonotic transmission and emergence of novel influenza strains.

Building on the successful multi-sectoral collaboration during the avian influenza (bird flu) response in 2008–2010, Pakistan has reaffirmed its commitment under the National Action Plan for Health Security (NAPHS 2024–2028) to strengthen epidemic preparedness. However, influenza preparedness and operational planning efforts remain fragmented and largely sector-specific.

One Health preparedness priorities provide a critical opportunity to establish a comprehensive and coordinated influenza preparedness and response system. Developing a National Influenza Plan will strengthen Pakistan’s core capacities under the International Health Regulations (IHR), enhance resilience to pandemics, and safeguard both public health and economic stability. The World Health Organization (WHO) will provide technical oversight and convene the final validation workshop, while the National Institute of Health will lead coordination stakeholder engagement.

Work to be performed
Output 1: Submission of Inception report with mapping of systems and gaps
Deliverable 1.1: Review JEE 2023 findings, NAPHS, Pandemic Fund plans, existing influenza/zoonotic frameworks including previous experience of a joint collaboration during Bird flu response.
Deliverable 1.2: Map human, animal including poultry, and environmental surveillance systems and laboratory capacities.
Deliverable 1.3: Identify resources for emergency response at national and provincial levels including gaps in governance, operations, and multisectoral coordination.
Deliverable 1.4: Produce an Inception Report with situation analysis.

Output 2: Develop an updated National Influenza Plan
Deliverable 2.1: Define governance and activation structures at all administrative levels for the Influenza pandemic response.
Deliverable 2.2: Develop a comprehensive Plan to guide One Health stakeholders in strengthening routine preparedness and implementing coordinated emergency response measures during influenza outbreaks and pandemic situations.
Deliverable 2.3: Develop integrated surveillance and laboratory frameworks at all levels under one health approach.
Deliverable 2.4: Prepare antiviral, vaccine, and workforce surge strategies and operational MCM support guidelines.
Deliverable 2.5: Produce a Draft National Influenza Plan for review by WHO and NIH authorities.

Output 3: Consultation Report Development
Deliverable 3.1: Conduct consultations with NIH, MoNHSR&C, Mo NFSR, provincial health departments, livestock, poultry and wildlife departments, border authorities, and partners.
Deliverable 3.2: Facilitate validation workshops.
Deliverable 3.3: Prepare a Stakeholder Consultation Report.

Output 4: Final Plan & Roadmap
Deliverable 4.1: Incorporate feedback and finalize the plan.
Deliverable 4.2: Provide technical expertise in WHO-convened validation workshop.
Deliverable 4.3: Submit Final National Influenza Plan and Implementation Roadmap.
Technical Supervision
The selected Consultant will work under the supervision of:
Responsible Officer: Health emergency Lead
Manager: WHO Representative, Pakistan
Specific requirements
Qualifications required:
  • Essential: Advanced university degree (master’s or higher) in Public Health, Veterinary Public Health, One Health, Medicine, or a closely related field.
  • Desirable: A PhD in Public Health or an additional master’s degree in Infectious Diseases, One Health, or Health Systems is highly desirable.
  • The assignment may be undertaken by an individual consultant or a multidisciplinary team; demonstrated expertise covering both human health and animal health is required, either through the consultant’s own experience or through formal collaboration with qualified animal health professionals.
Experience required:
  • Minimum 7 years in health systems planning or emergency preparedness.
  • Experience in multisectoral planning and One Health approaches
  • Familiarity with IHR, JEE, or health security frameworks
  • Engagement with government or international partners
Skills / Technical skills and knowledge:
  • Health policy and planning/ Strategic planning and systems thinking
  • Stakeholder coordination/ Multisectoral collaboration
  • Operational framework design/ Evidence-based policy formulation
  • Clear and concise communication/ Analytical and report-writing skills
Language requirements:
  • Proficiency in reading, writing, and speaking English and local language is required.
Place of assignment
Islamabad, with travels to the provinces
Medical clearance
  • The selected Consultant will be expected to provide a medical certificate of fitness for work.
Travel
The Consultant is expected to travel according to the itinerary and schedule provide by WHO.

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.
Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
