Apogee Solutions, a Woman-owned Small Business, is seeking a Contract Special Security Officer (CSSO) at Shaw Air Force Base, SC to provide support for the oversight and management of multiple disciplines to support the 25th Attack Wing (25 ATKW) mission across three geographically separated locations.
The CSSO will assist with wing-level interface between HQ ACC, AFGSC, AFSOC, AETC, Combat Air Force units, and other USAF, Department of Defense (DoD) and U.S. Government agencies.
Responsibilities:
- Assist with the operation of the special security office, administer the SCI security program, and assist in SCI security functions for Wing and subordinate units SCIFs under the Wing’s security cognizance.
- Assist in the development of Wing Level guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls.
- Support the oversight of maintenance of applicable SCI directives, regulations, manuals, and guidelines to adequately discharge SSO duties and responsibilities.
- Properly account for, control, transmit, transport, package, and safeguard SCI.
- Provide for destruction of SCI by authorized means and in accordance with this DoDM 5105.21 and DD Form 254, as appropriate.
- Maintain the Defense Information System for Security (DISS) or successor system to accurately reflect all personnel under their cognizance.
- Assist wtih the oversight of SCI personnel, information, physical, and technical security (e.g. TEMPEST and TSCM) actions and procedures in accordance with Department of Defense (DoD), USAF, Intelligence Community (IC) Directives (ICDs), MAJCOM, and organizational policies.
- Assist in the oversight of all aspects of the SCI Personnel Security Program to include, but not limited to, nomination interviews, validation of SCI access requirements, submission of investigative requests, conduct SCI security briefings; obtain signed NdA and NdS; and perform other related personnel security actions as well as review all reported derogatory information on SCI-indoctrinated personnel and assist in identifying the appropriate action as required by applicable DoD personnel security regulations.
- Provide a briefing on local SCI security procedures to newly arrived personnel and those receiving initial SCI indoctrination.
- Conduct continuing SCI security education training and awareness program.
- Conduct Annual training of original classification authorities and biennial training derivative classifiers as required.
- Maintain records of annual SCI security awareness briefing/training and helping SSRs with unit’s SCI education and training program and the maintenance of SCI/SAP/ACCM indoctrinated personnel security folders.
- Create and destroy Access Control Security (ACS) badges for all indoctrinations and debriefs.
- Assist with updating and maintaining the Wing and subordinate units badge roster and Alarmed Facility Access Authorization (AFAA) as well as the SCIF/SAPF/SAPCA access roster.
- Assist Government personnel in conducting accountability, storage, inventory, disposition, destruction, format, and use of an approved badging system to manage the administration of the alarms systems within unit secure facilities, SCIFs/SAPFs/SAPCAs, and restricted areas.
- Assist in the development and maintenance of the preparation, submission, and implementation of Wing and Subordinate unit SCIFs/SAPFs/SAPCAs accreditation, communications system, and Information System which may include (but are not limited to) Fixed Facility Checklists (FFCs), facility and alarm diagrams, SAPF/SAPCA and/or SCIF TEMPEST packages, SAP accreditation request letters, and any other physical security or construction documentation requested by the accreditation Approving Official (AO), ACC/SSO and Defense Intelligence Agency (DIA).
- Assist in the reporting and investigation of all unauthorized disclosures of classified intelligence information in accordance with Defense (DoD), USAF, Intelligence Community (IC) Directives (ICDs), MAJCOM, and organizational policies.
- Assist with handling Personnel Security Incident Reports and Discharge for Cause files for SCI/SAP/ACCM cleared individuals.
- Provide SSO support to DoD SCI contractors in accordance with applicable contracts, including processing, reviewing, and validating DD Form 254.
- Assist in providing guidance to each subordinate SCI official to conduct an annual self-assessment and forward it for SSO review within 14 days of completion; SSOs shall annually report to the DIA Deputy Director for Mission Services, Counterintelligence and Security Office (DAC) the results of the self-inspections along with action taken to address any shortcomings.
- Implement and administer the wing’s personnel and information security program.
- Assist in the development of goals and objectives that integrate organization, wing, USAF, and national objectives; employee researches, interprets, analyzes and applies national, Department of Defense (DoD), USAF, Intelligence Community (IC) Directives (ICDs), MAJCOM, and organizational policies designed to protect Sensitive Compartmented Information (SCI), and national defense, and other sensitive information originated or controlled by the wing and associated personnel.
- Develop and assist with updating and maintaining the Wing’s SCIF/SAPF/SAPCA standard operating procedures (SOPs), Emergency Action Procedures (EAPs), and memorandum of understanding (MOUs) where applicable.
- Assist the Wing Security Manager as the official channel for certifying and receiving visitor clearances and accesses.
- Assist with Defense Information System for Security (DISS) of all Wing visit requests, to include both incoming and outgoing visits and assist with the organization’s foreign travel paperwork and DISS updates.
- Implements and administers the Wing physical security program.
- Implement DoD, USAF, Defense Intelligence Agency (DIA), Air Force Office of Special Investigation Special Projects.
- Create a continuity folder containing job responsibilities, procedures, points of contact, templates, forms, and associated task documentation that contains enough detail to allow another member of their working area or equivalent to assume their duties within a single (8-hour) working day.
Requirements:
- US Citizen with the ability to pass a background check, to include Federal Bureau of Investigation (FBI) fingerprint check and National Agency Check with Written Inquires (NACI)
- Active, adjudicated TOP SECRET / SCI Clearance
- Minimum of 2 years of working in a TS/SCI facility and 1 year of security experience; experience may be concurrent
- No negative administrative, judicial, non-judicial, or criminal action/record in previous civilian or military employment for 5 years
- No history of being terminated from civilian employment, denied reenlistment, administratively discharged, or separated from the military under any condition other than honorable
- Demonstrated knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure the presence of adequate planning for information security and other controls
- Demonstrated ability to operate effectively within fast-paced, mission-driven settings while maintaining accuracy, discretion, and compliance with applicable policies and regulations
- Possess strong business acumen and professional judgment, with demonstrated proficiency in Microsoft Office 365 applications, including but not limited to Outlook, Word, Excel, PowerPoint, Teams, and SharePoint
- Must have a strong attention to detail and be highly organized
