Apogee Solutions, a Woman-owned Small Business, is seeking a Special Access Program Security Officer at Shaw Air Force Base, SC to provide support for the oversight and management of multiple disciplines to support the 25th Attack Wing (25 ATKW) mission across three geographically separated locations.
The Special Access Program Security Officer will assist with wing-level interface between HQ ACC, AFGSC, AFSOC, AETC, Combat Air Force units, and other USAF, Department of Defense (DoD) and U.S. Government agencies.

Responsibilities:
<ul>
<li>Plan, organize, and assist in directing activities of the Advanced Programs Office, ensuring that Special Access Program (SAP) security complies with legal and regulatory requirements.
</li><li>Serve as focal point and source for the complex management of SAPs, SCI, and multiple security disciplines with expertise in information, personnel, physical, industrial security, and cybersecurity.</li>
<li>Possess in-depth knowledge of regulatory provisions to correctly respond to requests for physical, information and personnel security guidance or assistance, identifying the nature of the issues involved and researching guidelines to identify the policies and procedures that apply to their solutions.</li>
<li>Develop, maintain, and submit to higher headquarters and SAP program leads all program protection implementation plans under their cognizance as directed to ensure compliance with DoDI 5000.83 requirements.</li>
<li>Coordinate with organization and DOD personnel as appropriate to create a secure environment to protect SAP information at each Wing and Subordinate SAP location and develop goals and objectives that integrate organization, wing, Air Force, and National security objectives.</li>
<li>Develop, research, interpret, analyze, and apply Special Access Program security policies and procedures to meet National, Department of Defense (DoD), USAF, Intelligence Community (IC) Directives (ICDs), MAJCOM, and organizational requirements policies for the wing and associated personnel.
</li><li>Develop and administer processes and procedures where none exist to accommodate the classification environment.</li>
<li>Assist with all Special Access Program security for the Wing Staff and Subordinate units.
</li><li>Assist the Wing Program Manager in the review of documents to ensure they include appropriate security clauses and language.
</li><li>Review DD Forms 254, Contract Security Classification Specifications, for technical accuracy and sufficiency of classification guidance prior to approval.</li>
<li>Conduct initial and annual facility security clearance surveys to determine if facility is suitable for working with and storing classified and sensitive information based on DoD, Intelligence Community, USAF, and MAJCOM requirements.</li>
<li>Conduct periodic and annual security inspections of Wings Special Access Program Facilities and programs to ensure compliance with the National policy and DoD directives, installation security programs and assists cognizant security offices (CSO) as necessary.
</li><li>Document and submit inspections and any necessary corrective action plans</li>
<li>Administer procedures for processing requests for SAP access for military, civilian, and contractor personnel nominated for SAP access while monitoring the creation and submission of electronic program access requests (ePAR) for personnel within the wing.
</li><li>Ensure all necessary nomination forms (Personnel Security Questionnaire (PSQ) and associated Templates), SAP access eligibility prerequisites, and other required documentation have been met/completed and are accurate before submittal for final approval and access.</li>
<li>Analyze each request to determine validity and eligibility for access under various criteria such as directed by the SAPCO, DoD, USAF, and MAJCOM as well as interpret and prepare supplemental guidance as directed by APCO, DoD, USAF and MAJCOM requirements.</li>
<li>Assist the Wing Program Manager to develop and administer procedures for indoctrination of military, civilian, and contractor personnel into SAPs while ensuring supporting credentials are complete with final approval authority and all prerequisite requirements are fully met.
</li><li>Oversee the establishment and maintenance of electronic personnel information folders (PIFs) on each program- accessed individual in accordance with higher headquarters (HHQ) guidance and standards.</li>
<li>Manage the process for gathering information concerning personnel security suitability issues and ensuring adverse information reports are prepared in accordance with required directives prior to submittal to the MAJCOM and AFOSI PJ.</li>
<li>Ensure DoD and organizational level SAP access databases, billet rosters, visit certifications, security training, periodic reinvestigations, and entry authority lists are accurately populated and implemented for SAP access management.</li>
<li>Develop and administer the Wing&rsquo;s security education and training program (SETA), providing lesson plans, briefings, and training aids.</li>
<li>Identify need for changes in priorities and recommend action to implement such changes; assist the Wing Program Manager to identify work to be accomplished by subordinates, set and adjust short-term priorities and prepare schedules.</li>
<li>Monitor work assigned to subordinate organizations and employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization needs.</li>
<li>Create a continuity folder containing job responsibilities, procedures, points of contact, templates, forms, and associated task documentation with enough detail to allow another member of their working area or equivalent to assume their duties within a single (8-hour) working day.</li>

Requirements:

<li>Assist with the operation of the special security office, administer the SCI security program, and assist in SCI security functions for Wing and subordinate units SCIFs under the Wing&rsquo;s security cognizance.</li>
<li>Assist in the development of Wing Level guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls.
</li><li>Support the oversight of maintenance of applicable SCI directives, regulations, manuals, and guidelines to adequately discharge SSO duties and responsibilities.</li>
<li>Properly account for, control, transmit, transport, package, and safeguard SCI.</li>
<li>Provide for destruction of SCI by authorized means and in accordance with this DoDM 5105.21 and DD Form 254, as appropriate.</li>
<li>Maintain the Defense Information System for Security (DISS) or successor system to accurately reflect all personnel under their cognizance.</li>
<li>Assist wtih the oversight of SCI personnel, information, physical, and technical security (e.g. TEMPEST and TSCM) actions and procedures in accordance with Department of Defense (DoD), USAF, Intelligence Community (IC) Directives (ICDs), MAJCOM, and organizational policies.</li>
<li>Assist in the oversight of all aspects of the SCI Personnel Security Program to include, but not limited to, nomination interviews, validation of SCI access requirements, submission of investigative requests, conduct SCI security briefings; obtain signed NdA and NdS; and perform other related personnel security actions as well as review all reported derogatory information on SCI-indoctrinated personnel and assist in identifying the appropriate action as required by applicable DoD personnel security regulations.</li>
<li>Provide a briefing on local SCI security procedures to newly arrived personnel and those receiving initial SCI indoctrination.
</li><li>Conduct continuing SCI security education training and awareness program.
</li><li>Conduct Annual training of original classification authorities and biennial training derivative classifiers as required.</li>
<li>Maintain records of annual SCI security awareness briefing/training and helping SSRs with unit&rsquo;s SCI education and training program and the maintenance of SCI/SAP/ACCM indoctrinated personnel security folders.</li>
<li>Create and destroy Access Control Security (ACS) badges for all indoctrinations and debriefs.
</li><li>Assist with updating and maintaining the Wing and subordinate units badge roster and Alarmed Facility Access Authorization (AFAA) as well as the SCIF/SAPF/SAPCA access roster.
</li><li>Assist Government personnel in conducting accountability, storage, inventory, disposition, destruction, format, and use of an approved badging system to manage the administration of the alarms systems within unit secure facilities, SCIFs/SAPFs/SAPCAs, and restricted areas.</li>
<li>Assist in the development and maintenance of the preparation, submission, and implementation of Wing and Subordinate unit SCIFs/SAPFs/SAPCAs accreditation, communications system, and Information System which may include (but are not limited to) Fixed Facility Checklists (FFCs), facility and alarm diagrams, SAPF/SAPCA and/or SCIF TEMPEST packages, SAP accreditation request letters, and any other physical security or construction documentation requested by the accreditation Approving Official (AO), ACC/SSO and Defense Intelligence Agency (DIA).</li>
<li>Assist in the reporting and investigation of all unauthorized disclosures of classified intelligence information in accordance with Defense (DoD), USAF, Intelligence Community (IC) Directives (ICDs), MAJCOM, and organizational policies.</li>
<li>Assist with handling Personnel Security Incident Reports and Discharge for Cause files for SCI/SAP/ACCM cleared individuals.</li>
<li>Provide SSO support to DoD SCI contractors in accordance with applicable contracts, including processing, reviewing, and validating DD Form 254.</li>
<li>Assist in providing guidance to each subordinate SCI official to conduct an annual self-assessment and forward it for SSO review within 14 days of completion; SSOs shall annually report to the DIA Deputy Director for Mission Services, Counterintelligence and Security Office (DAC) the results of the self-inspections along with action taken to address any shortcomings.</li>
<li>Implement and administer the wing&rsquo;s personnel and information security program.
</li><li>Assist in the development of goals and objectives that integrate organization, wing, USAF, and national objectives; employee researches, interprets, analyzes and applies national, Department of Defense (DoD), USAF, Intelligence Community (IC) Directives (ICDs), MAJCOM, and organizational policies designed to protect Sensitive Compartmented Information (SCI), and national defense, and other sensitive information originated or controlled by the wing and associated personnel.
</li><li>Develop and assist with updating and maintaining the Wing&rsquo;s SCIF/SAPF/SAPCA standard operating procedures (SOPs), Emergency Action Procedures (EAPs), and memorandum of understanding (MOUs) where applicable.</li>

<li>Implements and administers the Wing physical security program.
</li><li>Implement DoD, USAF, Defense Intelligence Agency (DIA), Air Force Office of Special Investigation Special Projects.</li>

The Directorate for NICoE at Watler Reed National Military Medical Center (WRNMMC) has the shared responsibility with other Directorates at WRNMMC for the assessment, treatment, and rehabilitation of those with traumatic brain injury and associated psychological health conditions.
