Apogee Solutions, a Woman-owned Small Business, is seeking a Special Access Program Security Officer at Shaw Air Force Base, SC to provide support for the oversight and management of multiple disciplines to support the 25th Attack Wing (25 ATKW) mission across three geographically separated locations.
The Special Access Program Security Officer will assist with wing-level interface between HQ ACC, AFGSC, AFSOC, AETC, Combat Air Force units, and other USAF, Department of Defense (DoD) and U.S. Government agencies.
Responsibilities:
- Plan, organize, and assist in directing activities of the Advanced Programs Office, ensuring that Special Access Program (SAP) security complies with legal and regulatory requirements.
- Serve as focal point and source for the complex management of SAPs, SCI, and multiple security disciplines with expertise in information, personnel, physical, industrial security, and cybersecurity.
- Possess in-depth knowledge of regulatory provisions to correctly respond to requests for physical, information and personnel security guidance or assistance, identifying the nature of the issues involved and researching guidelines to identify the policies and procedures that apply to their solutions.
- Develop, maintain, and submit to higher headquarters and SAP program leads all program protection implementation plans under their cognizance as directed to ensure compliance with DoDI 5000.83 requirements.
- Coordinate with organization and DOD personnel as appropriate to create a secure environment to protect SAP information at each Wing and Subordinate SAP location and develop goals and objectives that integrate organization, wing, Air Force, and National security objectives.
- Develop, research, interpret, analyze, and apply Special Access Program security policies and procedures to meet National, Department of Defense (DoD), USAF, Intelligence Community (IC) Directives (ICDs), MAJCOM, and organizational requirements policies for the wing and associated personnel.
- Develop and administer processes and procedures where none exist to accommodate the classification environment.
- Assist with all Special Access Program security for the Wing Staff and Subordinate units.
- Assist the Wing Program Manager in the review of documents to ensure they include appropriate security clauses and language.
- Review DD Forms 254, Contract Security Classification Specifications, for technical accuracy and sufficiency of classification guidance prior to approval.
- Conduct initial and annual facility security clearance surveys to determine if facility is suitable for working with and storing classified and sensitive information based on DoD, Intelligence Community, USAF, and MAJCOM requirements.
- Conduct periodic and annual security inspections of Wings Special Access Program Facilities and programs to ensure compliance with the National policy and DoD directives, installation security programs and assists cognizant security offices (CSO) as necessary.
- Document and submit inspections and any necessary corrective action plans
- Administer procedures for processing requests for SAP access for military, civilian, and contractor personnel nominated for SAP access while monitoring the creation and submission of electronic program access requests (ePAR) for personnel within the wing.
- Ensure all necessary nomination forms (Personnel Security Questionnaire (PSQ) and associated Templates), SAP access eligibility prerequisites, and other required documentation have been met/completed and are accurate before submittal for final approval and access.
- Analyze each request to determine validity and eligibility for access under various criteria such as directed by the SAPCO, DoD, USAF, and MAJCOM as well as interpret and prepare supplemental guidance as directed by APCO, DoD, USAF and MAJCOM requirements.
- Assist the Wing Program Manager to develop and administer procedures for indoctrination of military, civilian, and contractor personnel into SAPs while ensuring supporting credentials are complete with final approval authority and all prerequisite requirements are fully met.
- Oversee the establishment and maintenance of electronic personnel information folders (PIFs) on each program- accessed individual in accordance with higher headquarters (HHQ) guidance and standards.
- Manage the process for gathering information concerning personnel security suitability issues and ensuring adverse information reports are prepared in accordance with required directives prior to submittal to the MAJCOM and AFOSI PJ.
- Ensure DoD and organizational level SAP access databases, billet rosters, visit certifications, security training, periodic reinvestigations, and entry authority lists are accurately populated and implemented for SAP access management.
- Develop and administer the Wing’s security education and training program (SETA), providing lesson plans, briefings, and training aids.
- Identify need for changes in priorities and recommend action to implement such changes; assist the Wing Program Manager to identify work to be accomplished by subordinates, set and adjust short-term priorities and prepare schedules.
- Monitor work assigned to subordinate organizations and employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization needs.
- Create a continuity folder containing job responsibilities, procedures, points of contact, templates, forms, and associated task documentation with enough detail to allow another member of their working area or equivalent to assume their duties within a single (8-hour) working day.
Requirements:
- US Citizen with the ability to pass a background check, to include Federal Bureau of Investigation (FBI) fingerprint check and National Agency Check with Written Inquires (NACI)
- Active, adjudicated TOP SECRET / SCI Clearance
- Minimum of 2 years working in as a Special Access Program Security Officers and 1 year of security experience; experience may be concurrent
- No negative administrative, judicial, non-judicial, or criminal action/record in previous civilian or military employment for 5 years
- No history of being terminated from civilian employment, denied reenlistment, administratively discharged, or separated from the military under any condition other than honorable
- Demonstrated ability to operate effectively within fast-paced, mission-driven settings while maintaining accuracy, discretion, and compliance with applicable policies and regulations
- Possess strong business acumen and professional judgment, with demonstrated proficiency in Microsoft Office 365 applications, including but not limited to Outlook, Word, Excel, PowerPoint, Teams, and SharePoint
- Must have a strong attention to detail and be highly organized
