Job Purpose:
Responsible for overseeing the financial, commercial, and compliance integrity of all investment-related contracts across the Investment Executive Program, including Social Infrastructure, PPPs, Real Estate, Municipal Investments, and other strategic investment initiatives. Furthermore, ensure that investment contracts are structured, executed, administered, and monitored in full alignment with RCU bylaws, policies, procedures, and approved investment terms, both pre- and post-contracting.
Key Accountabilities:

Establish and lead the contract execution and compliance framework for all investment contracts across the IEP.

Ensure that all investment contracts are executed in accordance with approved investment decisions, internal approvals, and RCU governance requirements.

Act as the final control point prior to contract execution, confirming compliance with financial, commercial, and procedural approvals Ensure consistency in contract execution practices across all investment sectors. Lead the contracting process for investor agreements across Social Infrastructure, PPPs, Real Estate, and other investment streams.

Work in close alignment with LA&R to ensure contracts accurately reflect approved commercial terms and risk positions.

Oversee coordination between investment teams and legal counsel during contract drafting, negotiation, and execution.

Ensure that deviations from approved terms are escalated and resolved through proper governance channels.

Oversee the financial control framework related to investment contracts, including incentives, subsidies, claw backs, guarantees, and payment obligations.

Ensure that all incentive disbursements and financial commitments are processed strictly in line with contractual terms, approvals, and performance conditions.

Establish controls to monitor financial exposures, contingent liabilities, and contractual triggers. Provide assurance to IEP leadership on the integrity of financial commitments under executed contracts.

Oversee post-contract compliance monitoring to ensure investors and counterparties meet contractual obligations.

Ensure proper tracking of conditions precedent, milestones, deliverables, and compliance requirements.

Escalate material non-compliance, risks, or deviations to senior management with clear recommendations.

Ensure all contract execution activities comply with RCU bylaws, policies, and procedures.

Contribute to the refinement of investment contracting policies, templates, and internal guidelines in coordination with LA&R and Finance.

Act as the subject matter authority on contract execution and compliance matters across the IEP.

Contribute to the sector’s short- and long-term strategy from the Department's perspective in line with RCU overall vision and mission.

Develop the Department's strategy, objectives, KPIs annual operational plans and ensure plan execution is meeting the targets.

Prepare and submit the Department's annual budget for approval taking all planned activities and necessary investments into consideration by monitoring the financial performance.

Oversee the development, maintenance, implementation and adherence of the department policies and procedures as well as the overall performance of the department and ensure KPI’s are well developed, cascaded, communicated, and monitored.

Ensure effective staffing, professional development, and deployment of staff of the sector in consultation with the Sector Executive.

Direct the Department's connection to its customers, whether internal or external, to ensure customer needs are met effectively.
Job Requirements:

Bachelor’s degree in finance, Economics, Accounting, or a related field. (Master’s Degree preferred).

10 years of relevant experience with 5 years in a managerial role. Other Requirements
