RESPONSIBILITIES/DUTIES
Contract Administration & Governance
- Execute the establishment and maintenance of comprehensive records for all contractual correspondence, ensuring a "single source of truth" for audit and compliance purposes.
- Coordinate the timely drafting, review, and transmission of formal responses to the Employer and external stakeholders, liaising closely with the Document Control Manager.
- Administer the production and submission of mandatory weekly, monthly, and quarterly reports, ensuring data accuracy and adherence to contractual deadlines.
- Facilitate contract governance activities, including the monitoring of billing cycles, invoicing milestones, and formal communication protocols.
Procurement & Subcontractor Management
- Draft binding Letters of Intent (LOI), subcontracts, and notices of variation under the guidance of senior leadership to ensure legal and commercial protection.
- Evaluate subcontractor performance by collaborating with technical departments to ensure service delivery aligns with agreed Key Performance Indicators (KPIs).
- Align all external agreements with the Mobility Cairo procurement policy and specific Employer requirements to mitigate organizational risk.
- Support the negotiation phase of new contracts by providing data-driven insights and administrative coordination across a matrixed organizational structure.
Compliance & Analytical Support
- Prepare detailed contract analyses during project initiation phases to define contractual mechanisms for the operations and maintenance (O&M) teams.
- Monitor contract compliance against established terms and conditions, proactively highlighting gaps or potential liabilities to the Contract Manager.
- Synthesize internal and external data to develop dashboards that track contract health, variations, and obligations.
Safety Responsibilities:
- Promote a positive safety culture within the workplace and attend any safety-related meetings or briefings as required within the job role.
- Comply with the requirements of RDMC RQHSE Policy and Safety Management System.
- Be mindful that Safety, Security, and Environmental protection are everyone’s responsibility. All staff members are accountable for reporting and intervening in any Safety, Security, or Environmental violations.
ESSENTIAL QUALIFICATIONS, KNOWLEDGE & EXPERIENCE
QUALIFICATIONS:
- Bachelor’s degree in Engineering (Civil, Mechanical, or Electrical); a specialized post-graduate focus on Contract Management is highly preferred.
- Native-level Arabic and full professional fluency in English; French language skills are a significant advantage given the multinational environment.
KNOWLEDGE:
- Deep understanding of Egyptian Civil Law and local procurement regulations.
- Proficiency in Microsoft Office 365 Suite (specifically Excel, word, PowerPoint,.etc..).
EXPERIENCE:
- 3–5 years of experience in a similar role.
- Proven experience in Rail Transportation, Construction, or a related sector.
