GENERAL DESCRIPTION:

Join our team at the Wyoming Attorney General’s Office, Division of Criminal Investigation (DCI)! We are seeking a qualified and motivated individual to serve as the Control Terminal CJIS Supervisor.

At the direction of the Deputy Director, supervise, plan, and schedule all work activities, including special projects of several units within the Criminal Justice Information Section (CJIS), including the Control Terminal. Other units supervised may include any combination of the Applicant Tracking Unit, Concealed Firearm Permit Unit, Uniform Crime Reporting Unit, Automated Biometric Identification Services Unit, Computerized Criminal History Unit, and the Sexual Offender Registry Unit. Supervision of these units requires considerable judgment in determining work method; direct and oversee the operation of various other law enforcement programs, including the Wyoming Missing Person Clearinghouse. Ensure law enforcement agencies in the state of Wyoming have connectivity to the National Crime Information Center (NCIC), National Law Enforcement Telecommunications System (NLETS), and Wyoming Criminal Justice Information Network (WyCJIN) 24/7, enabling law enforcement officers to perform their duties, thereby ensuring the safety of themselves and the protection and safety of the citizens of Wyoming.

ESSENTIAL FUNCTIONS:
The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.
  • Directly supervise the Control Terminal staff as well as two to three other units within Criminal Justice Information Services (CJIS). Supervise case load, personnel, resources, special projects, and adherence to policy; manage the Control Terminal on-call schedule; assign and review the work of the unit staff and formulate plans for improvement; receive, discuss and resolve questions and problems presented by workers regarding work methods and processes; conduct performance evaluations; set goals and ensure goals are met; coordinate working within the units and work within other units of the Division.
  • Devise a timetable for achievement of work objectives, completion of projects and development of changes of work processes; establish and maintain work standards, procedures, methods and rules of the CJIS records section; analyze, evaluate and make determinations for better use of material and personnel resources; monitor training programs in CJIS with oversight to organize, schedule and monitor overall CJIS training efforts for the division and non-division personnel.
  • Provide project management for small and large-scale CJIS-related projects, including coordinating with local, state, and federal agencies, vendors, and Division staff; maintaining records, monitoring expenses and projected expenses, and acting as the main point of contact.
  • Assist Deputy Director with participating in federal CJIS audits and drafting responses; coordinate statewide CJIS audits, ensuring compliance with CJIS Security Policy.
  • Review instructor performance, organization of course content, and coordinate with the Peace Officer's Standards and Training for accuracy of training programs; monitor, supervise, and ensure compliance with training programs.
  • Report to and assist the Deputy Director with program development, research, surveys, planning, budgeting needs, personnel, and equipment needs of the section; resolve problems and make decisions.
  • Assist in compiling information and preparing grant applications for federal funds; assist with the analysis and development of financial grant data and writing reports; produce statistical reports.
  • Receive and incorporate new material into the criminal justice information systems; responsible for the electronic submission of data through information technology involving courts, corrections, prosecutors, and other law enforcement agencies.
  • Act as liaison between CJIS and other state and local agencies; give and receive information; confer with and advise employees and other law enforcement agencies; present or request information; participate in the CJIS management team in making decisions that affect the Division as a whole.
  • Compare data from several sources; receive, compare, implement, and update changes; compile information, conduct analysis, and evaluate data for and write periodic reports.
  • Gather data from manuals, statutes, rule books, codes, and regulations in order to make determinations and/or recommendations to the Deputy Director.
  • Compose correspondence dealing with CJIS, such as criminal records information subject matter; coordinate the division's mission with the law enforcement community.
  • Responsible for the unit's workflow plan and development to accomplish designated work goals; establish personnel and unit goals, objectives, and priorities per local, state, and federal law enforcement rules and regulations, and the Wyoming State Personnel rules.
  • Compile information, conduct analysis, evaluate data, and write periodic reports on activities in the section.
  • Serve on various statewide, regional, and/or federal workgroups and committees at the direction of the Deputy Director; serve as the Deputy Director's proxy at various statewide, regional, and/or federal workgroups and committees as needed.

Qualifications

PREFERENCES:

Preference will be given to applicants with a bachelor's degree in criminal justice, business, public policy and administration, administration of justice, plus 1-2 years of progressive work experience in criminal justice, justice administration, or public policy and administration, including two years with lead responsibilities;

OR

Preference will be given to 4-6 years of progressive work experience in criminal justice, justice administration, or public policy and administration, including two years with lead responsibilities.

KNOWLEDGE:


  • Knowledge of the structure of the criminal justice system at the local, state, and federal levels.

  • Knowledge of operations of automated fingerprint identification systems and LiveScan fingerprint capture systems.

  • Ability to supervise and provide direction and guidance to multiple records analysts, law enforcement analysts, program managers, unit leaders, and others assigned to the criminal justice information section.

  • Ability to work with all sections of a division and the various components of the criminal justice system and associated electronic database transfers.

  • Ability to coordinate as needed with members of the Western Identification Network on the planning, sizing, and upgrading of the multi-state shared fingerprint database using electronic transfer of data and images.
  • Ability to coordinate as needed with the FBI on the electronic transfer of criminal arrest data and fingerprint images to the state of Wyoming for future inclusion as a National Fingerprint File participant.
  • Ability to verify statistical data for monthly, quarterly, and annual reports for the legislature, state, and federal government published reports.
  • Ability to convey operational needs to the State IT and vendor programmers on interface projects.
  • Ability to obtain, understand, and interpret court documents, making appropriate decisions on inclusion of disposition information within a criminal history.
  • Ability to communicate in clear, concise dialogue to a diverse audience the requirements in obtaining, disseminating, and documenting criminal records information for the use in non-criminal and criminal justice employment, the Help America Vote Act, state licensing and certification programs, and the applicable release of information from the state for the stated purposes as described by law.
  • Ability to provide statistical input and impact statements concerning existing or pending legislative actions.
  • Ability to provide needs assessments, statistical documentation, and justification statements for grant applications and reports.
  • Ability to actively participate in Federal and State audits in all units of the section.
  • Ability to assist staff and human resources in position descriptions and position openings.
  • Ability to complete supervisor and leadership training both remotely and in-person.
  • Ability to utilize the State of Wyoming performance evaluation system in employee evaluations and to complete employee evaluations in a timely manner.
  • Ability to review orders of expungement, dismissals, and restoration of rights pursuant to state statutes.
  • Ability to manage small- and large-scale projects.
  • Ability to work as a team with other supervisors to develop best business practices and to cover for other supervisors and the Deputy Director when absent.

MINIMUM QUALIFICATIONS:

Education:
Bachelor's degree (typically in Criminal Justice)

Experience:
1-2 years of progress work experience (typically in Criminal Justice Information Systems) with acquired knowledge at the level of a Control Terminal CJIS Specialist.

OR

Education and Experience Substitution:
4-6 years of progressive work experience (typically in Criminal Justice Information Systems) with acquired knowledge at the level of a Control Terminal CJIS Specialist.

Certificates, Licenses, Registration:
Valid Class C Driver's License; POST Certified Instructor
