Costing Manager

Dubai, United Arab Emirates

To lead, manage and oversee all costing, estimating, and budgeting functions for construction projects, ensuring accuracy, cost control, profitability, and timely delivery. The Costing Manager will work closely with Estimation, Procurement, Project Controls, Finance, and Operations teams to ensure that all commercial risks are identified, controlled, and mitigated.

Key Responsibilities

  • Lead the development of cost estimates (pre-contract) including tender & bid estimates, bill of quantities (BOQs), cost models.
  • Manage and validate detailed cost breakdowns (materials, labour, equipment, subcontractors, preliminaries).
  • Work with Estimation team to ensure tenders are commercially competitive and risk-adjusted.
  • Prepare and maintain cost databases, benchmark rates, historical cost data.
  • Implement value engineering programmes: propose cost-saving alternatives in design, materials & methods.
  • Post-contract cost control: monitor actual costs, committed costs, and forecast final out-turn.
  • Review contractor claims, variation orders / change orders, and ensure these are properly justified.
  • Participate in negotiations with subcontractors, suppliers.
  • Prepare cost-to-complete, cash flow forecasts, monthly cost reports, variance analysis vs budget.
  • Liaise with Finance / Accounts for accruals, payments, final accounts.
  • Identify cost risks and advise management on mitigation strategies.
  • Ensure compliance with company policies, contract terms & relevant standards (e.g. FIDIC, NEC, local contracting codes).
  • Mentor/lead a team of cost estimators / cost engineers; train staff in best practices.

Job Type: Full-time

Pay: AED15,000.00 - AED25,000.00 per month
