Our client delivers healthcare, security, and humanitarian support services for government-led deployments across the world.

In addition to supporting planned missions, they also step in during humanitarian operations, including refugee relocations, where timely, secure and coordinated ground support is essential.

Their teams provide medical and non-medical escorts, secure transport, crisis response capability, and complex movement coordination—always shaped by local realities and backed by global operational expertise.


The Opportunity

We are seeking a Country Manager, Pakistan on behalf of our client to oversee all Assisted Passage Programme (APP) activity in-country.

This senior role will act as the primary point of contact locally, ensuring smooth operational delivery, maintaining strong relationships with government and partner organisations, and upholding rigorous standards across service delivery.


The position is best suited to a former military or government service officer (OF2/OF3 or equivalent), or a professional with significant operational leadership experience in complex environments.


Key Responsibilities

Operational Leadership

  • Act as the client’s primary representative for all APP service delivery in Pakistan.
  • Provide day-to-day guidance and oversight to the third-party APP provider to ensure seamless communication and operational cohesion.
  • Support planning, tasking, contingency preparation and forward guidance for ongoing operations.
  • Deliver timely, accurate, and comprehensive incident notifications and situational reporting.

Quality Assurance & Compliance

  • Conduct audits and ensure all service delivery meets the client’s operational standards.
  • Support wider global provider network tasks, including liaison and audits with medical service providers.

Stakeholder Engagement

  • Liaise professionally with local government agencies and the diplomatic representation of the client government.
  • Work closely with internal teams and external partners including:
  • Director, Humanitarian Services (UK) – line manager
  • Operational Lead, APAC (Melbourne)
  • Humanitarian Assistance Management team (UK)
  • Third-party APP leadership (CEO, Manager – Travel Services, retained Project Manager)
  • Regional Operations Manager (Ankara)

Other Requirements

  • Monday–Friday role with some flexibility for weekend work during escalations or crisis events.


Skills & Experience


Essential:

  • Fluent written and spoken English and Urdu.
  • Experience working with senior stakeholders and senior management.
  • Strong political awareness, tact and diplomacy.
  • Deep understanding of regional culture, human terrain, and operating environments.
  • Background in risk management and operational planning.


Highly Desirable:

  • Fluency in one or more Afghan languages/dialects.
  • Graduate of a junior/intermediate staff college or equivalent professional development.
  • Former armed forces or government service officer (OF2/OF3 or equivalent).
