General Description

Under broad direction, leads operations for Qatar's Industrial Services Business Unit for the purpose of ensuring the delivery of quality customer service, world-class safety, and Business Unit growth that maximizes the company’s profitability. Develops annual business plan and ongoing forecasts of business performance for Qatar. Responsible for profit/loss/ROI and corrective actions. Develops and maintains customer contacts for the purpose of assessing local needs and service quality. Collaborates with Business Development and Tendering teams to develop and implement local product and service pricing strategies and engineering solutions initiatives. Responsible for development of future business leaders and succession planning within Industrial Services Business Unit. Ensures the Business Unit’s compliance with all general laws and legal provisions. Job role directly affects the profitability and reputation of the company. Skills are typically acquired through the completion of an undergraduate degree in a related Engineering discipline and a minimum 15 years of progressive experience in the energy services industry including experience managing the work and activities of others.

Key Responsibilities / Accountabilities

  • Directly accountable for the BU Qatar's P&L, balance sheet performance, and ROI. Drive overall profitability and value creation in line with pre-assigned targets.
  • Develop and implement a sustainable 1–3 years strategy for the area while managing current and future growth.
  • Develop annual business plans, long-term plans, and annual budgets. Maintain the Industrial Services financial forecast through continuous monitoring of relevant business events and market conditions.
  • Set budgetary controls and key performance indicators (KPIs) to safeguard the financial health of the Business Unit and set accurate financial priorities to maximize revenue.
  • Own the entirety of the Sales and Operations (SOP) process to meet targets for growth, efficiency, and profitability.
  • Monitor all commercial and technical contractual obligations, ensuring project execution meets cost, time, quality, and safety parameters.
  • Analyse Industrial Services delivery processes to identify and eliminate weaknesses, ensuring adherence to operating standards, business codes, and internal controls.
  • Utilize human and business capital in a manner that maximizes operational efficiency and maximizes profitability.
  • Build and grow the sales pipeline, identifying new opportunities to maximize revenue while mitigating regional risks.
  • Develop and maintain high-level customer contacts to assess local needs and ensure service quality.
  • Partner with the Business Development and Engineering teams to implement local product and services, pricing structures, and engineering solutions initiatives.
  • Implement and conduct comprehensive workforce planning, including people needs, retention strategies, and attrition management.
  • Responsible for the development of future business leaders and ensuring robust succession planning within the business unit.
  • Assure the filing of legal and regulatory documents and monitor compliance with all relevant laws. Participate in establishing pricing structures and mitigating risks associated with contracts and documentation.

Qualification Requirements

  • Completion of an undergraduate degree in an Engineering discipline from an internationally recognized university.
  • Minimum of 14+ years of related work experience in the Industrial Services or Energy Services industry.
  • At least 5 years of proven experience in a Regional or Country Manager position, including the supervision of diverse staff and the direction of complex work activities.
  • Demonstrable management experience in the Construction, Engineering, or Energy sectors, specifically within high-turnover and high-activity environments.
  • Extensive knowledge of Industrial Services products and applications, specifically including pipeline and process services, pre-commissioning services and energy infrastructure speciality maintenance services.
  • Experience in long-term business planning and forecasting with a minimum 3-year forward-looking focus.
  • Demonstration of understanding of applicable local laws, guidelines, and compliance standards pursuant to Action International Services operations in Qatar.
  • Proven ability to determine budgets, set operational procedures, and plan the sequence of operations in complex technical fields.
  • Ability to integrate data analysis to discover facts, develop knowledge, and create interpretations that support sound decision-making.
  • Keen analytic, organization, and problem-solving skills to enable independent judgment in a professional field.
  • Effective computer skills required for professional correspondence and the creation of complex electronic spreadsheets and financial models including the use of AI tools/platforms.
  • Excellent interpersonal, written, and oral communication skills; ability to work effectively across a variety of internal and external stakeholders.
  • Able to negotiate and achieve consensus among differing opinions and manage high-stakes client/provider negotiations.
  • Ability to set clear priorities, delegate effectively, and guide investment in both people and equipment to drive long-term growth.
