Court Clerk Leadworker II - Processing Team - Criminal Division - Ramsey County

The Second Judicial District is accepting applications for a full-time permanent Court Clerk Lead Worker II in the Criminal Division. Work will typically be performed onsite with options for working remotely. When working remotely, this position must include the ability to be called in to work onsite with short notice. This position will be housed at the Kellogg Courthouse, 15 W. Kellogg Blvd, St. Paul, MN but will require regular travel to other court locations in the Second District. This position is under the supervision of a Criminal Court Operations Manager.

This position entails highly responsible court processing lead work by being a backup for Criminal Division supervisors, providing work direction to the office, coordinating and providing training, and being a subject-matter expert for the Criminal Division.

This position performs advanced and lead court operations work, including the full range of advanced court operations responsibilities, problem solving, and case processing duties in a lead capacity; responding to unusual and complex questions; independently resolving ambiguous, difficult, unique, and urgent case processing issues; overseeing, creating, and providing training; providing feedback on performance; reviewing the work of assigned staff as directed by an assigned supervisor; reviewing, providing feedback and creating court processes. This position requires considerable knowledge of court operations principles, practices, policies, and procedures to complete assignments under limited supervision and support the full scope of varied clerical work involved in case processing and courtroom support.

Responsibilities :

  • Draft and maintain procedures and training materials, including reviewing new or updated CAPs and Rules, and updating/creating procedure documents as needed.
  • Disseminate new and updated procedures and information to staff, and train staff as needed.
  • Create training plans and oversee staff training. Conduct staff training sessions.
  • Review and check the work of staff and ensure compliance with applicable policies, procedures, rules, and guidelines; consult with supervisor on workflow process improvements.
  • Work quality assurance reports to identify issues and trends and develop recommendations for improvements or process/procedure changes.
  • Communicate with supervisor on work progress, issues, backlogs, and assist staff in meeting performance standards.
  • Provide coverage in the supervisor's absence.
  • Lead, coordinate and/or participate in regular meetings, check-ins, and trainings.
  • Assure confidentiality in compliance with local, state, and federal statutes and court rules.
  • Be a subject matter expert for Criminal Court Case Processing, using advanced knowledge, expertise, and independent judgement to answer questions, address unique and/or complex urgent case processing situations, and independently resolve problems.
  • Perform the full range of court operations work involved within the Criminal Division, including case processing, and resolving complex case processing issues.
  • Utilize Technology to perform work functions, including SharePoint, Electronic File and Serve (EFS), MNCIS, CIM, Microsoft Office and other related computer systems.
  • Other duties as assigned.

Knowledge, Abilities and Skills :

  • Considerable knowledge of court procedures and policies, laws, legal terminology, and legal factors pertaining to the court.
  • Considerable knowledge of appropriate procedures for processing a variety of legal documents and for proper record imaging, maintenance, and retention.
  • Knowledge of the organization, operation, function, and jurisdiction of the court.
  • Knowledge of electronic case management system and related applications.
  • Knowledge of customer service practices.
  • Considerable skill in problem solving including consulting various resources, analyzing varying situations and circumstances, and determining the best solution with limited, conflicting, or no guidance.
  • Skill in the operation of a personal computer, including electronic case management system and related applications and equipment.
  • Ability to coordinate and provide training and guidance for the daily work of other employees engaged in a variety of court operations activities.
  • Ability to read and interpret legal documents of varying types and complexity and apply knowledge of specific laws, statutes, and rules related to the area of assignment.
  • Ability to maintain an accurate record filing system.
  • Ability to understand and follow oral and written instructions.
  • Ability to handle sensitive and confidential matters and files appropriately and in compliance with all applicable court rules, policies, and statutes.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to interpret, and apply rules, statutes, laws, policies, and procedures in area of assignment.
  • Ability to prioritize work in a fast-paced environment while maintain composure and professionalism.
  • Ability to establish and maintain effective working relationships with others within and outside of the Judicial Branch.

Minimum Qualifications :

  • Graduation from an approved high school or equivalent.
  • A minimum of eighteen months’ experience as a Court Operations Associate or equivalent.
  • Experience clerking criminal court sessions and processing criminal case files.
  • Ability and willingness to learn all areas of Ramsey County Criminal Division operational work.
  • Ability to travel and work at all Ramsey County Criminal Division locations including the Ramsey County Courthouse in downtown St. Paul, Suburban Courthouse, and the Law Enforcement Center within the same day.
  • Ability to lead a group of peers.
  • Excellent computer skills and easily learns new technology and processes.
  • Exceptional written and oral communication skills including active listening.
  • Exceptional customer service abilities including patience, attentiveness, persuasion, and professionalism, with a minimum of six months customer service experience.
  • Excellent attendance and punctuality.
  • Accuracy and attention to details.
  • Ability to apply sound decision making and judgment quickly and independently.
  • Strong organization skills.
  • Reliability, accountability, and positivity in attitude.

Preferred Qualifications :

  • Experience in procedure writing and conducting training sessions.
  • Considerable knowledge of criminal court operations, procedures, and policies.
  • Proficiency in Microsoft Word, Outlook, and PowerPoint.

Working Conditions & Physical Demands :

Work is performed primarily in an office setting or courtroom. Work may involve contact with persons who may be angry, confused, abusive or threatening.

Work is essentially sedentary with occasional walking, standing, bending, reaching, lifting, carrying papers, and supplies. Some assignments may require periods of extended sitting, standing, or computer use. Court clerking/court clerking training assignments require frequent sitting/standing and entering and exiting the courtroom throughout the sessions.
