Job Description
Job Purpose:
Responsible for ensuring the preparation of the start-up and to assist the Commissioning and Start-up Team during the start-up phase. They will report directly to the Commissioning & Start-up Methods Lead.
The Operating Procedures Specialist shall prepare start-up procedures and update the operating procedures in cooperation with the Operation team.
Job Responsibilities
Commissioning and Start-up preparation:

Review all Commissioning procedures prepared by Contractors.

Issue start-up sequences and procedures, in coordination with the Engineering, Commissioning and Start-Up and Operations Teams.

Update the operating procedures in cooperation with the operation team.

Prepare and issue the specific procedures not prepared by Contractor.

Ensure the procedure are on-line with the commissioning sequence.

Ensure the procedures are on-line with Vendors recommendation.

Ensure interface with others: contractors, vendors, etc. are clearly identified on the procedure.

Participate in workshop meeting related to the Operational Test Procedure.

Review and approve performance test plan prepared by Contractor.

Prepare start-up checks support (isolation, spading, temporaries,) to be used by Commissioning & Start-up team prior to Gas In.
Commissioning And Start-up Execution

Ensure all necessary Procedure and Manuals are complete, reviewed and approved by Company.

During start-up, to follow up the pre-start-up sequence and assist the commissioning and start-up Team in the planning and evaluation of the tasks, participate in the risk analysis and define the consumables and necessary temporary equipment. They shall prepare the parameters data sheet and the initial status for each system (blind, bypass, etc.).

Ensure the progress is in accordance with priorities driven by the Commissioning and Start-up sequence.

Report immediately any unexpected events which may affect the Commissioning or the Start-up of the plant.
Initial Operation Phase

Assist the Operation team for stabilisation / optimisation phase
Qualifications And Experience

Master Degree in Petroleum Engineering or equivalent qualification

15+ years’ experience in the Oil & Gas industry with proven experience with large onshore plants and LNG plants. Several years of proven experience in Commissioning and Operation stage of LNG projects.

5+ years’ experience in similar position.

Technical Competencies: Operation and Production, Maintenance / Inspection, LNG Process and Marine operations, Regulations, Certifications, Commissioning and start-up of O&G facilities, Safety of personnel and installations, SIMOPS
