Curriculum Development Specialist (Policing & Security Training)

Role Overview:

We are seeking an experienced and forward-thinking Curriculum Development Specialist to lead the design, development, and implementation of vocational training programmes within a policing and security context. This role is central to ensuring that training programmes are operationally relevant, competency-based, and aligned with modern policing and security practices. The successful candidate will bring a strong understanding of contemporary operational policing methodologies and translate these into high-quality learning, assessment, and immersive training experiences.


Key Responsibilities


Curriculum Design & Development

  • Lead the development of competency-based vocational curricula aligned with organisational and operational policing requirements
  • Ensure curriculum reflects modern operational policing methodologies, frameworks, and best practices
  • Oversee the design and refinement of learning materials, learner guides, and instructional resources
  • Ensure alignment between learning outcomes, delivery methods, and assessment strategies


Assessment & Methodology

  • Design and oversee robust assessment frameworks, including:
  • Practical and skills-based assessments
  • Scenario-based and simulation-driven assessments
  • Ensure assessments accurately reflect real-world operational performance, decision-making, and command structures


Immersive & Scenario-Based Learning

  • Lead the integration of problem-based learning, simulations, and immersive training approaches
  • Develop realistic scenarios aligned with current policing challenges and operational environments
  • Embed competencies such as decision-making, risk management, communication, and multi-agency coordination


Implementation & Change Leadership

  • Work closely with trainers and instructors to implement new curricula and methodologies
  • Provide guidance, coaching, and facilitative support to ensure effective adoption
  • Lead change initiatives and build stakeholder buy-in across training teams


Quality Assurance & Standards

  • Lead quality assurance processes for training and assessment
  • Ensure compliance with recognised vocational and awarding body standards
  • Monitor and evaluate programme effectiveness, recommending continuous improvements


Resource & Capability Development

  • Advise on the development of training resources and facilities, including simulation environments
  • Provide input on delivery models to ensure alignment with operational, organisational, and resource constraints


Qualifications & Experience


Essential:

  • Background in policing, security, or a closely related operational field
  • Strong knowledge and practical understanding of modern operational policing methodologies and frameworks
  • Bilingual (Arabic and English) – strong written and verbal communication in both
  • Demonstrated experience in curriculum development and development of learning resources and assessment tools
  • Experience in vocational education and training environments
  • Proven experience designing or delivering, scenario-based training and simulation or problem-based learning approaches
  • Recognised qualification as a vocational trainer and assessor


Desirable:

  • Recognised qualification as an Internal Verifier / Quality Assurer
  • Experience working with national or international qualification frameworks or awarding bodies
  • Experience developing training within government or security sector organisations
