Overview: 

We are seeking a Curriculum & Instructional Designer who will support our client. This role is essential to equipping staff at both the state and local levels with the knowledge, tools, and confidence to navigate change and effectively use new technologies. The Instructional Designer will design and deliver diverse training solutions—ranging from SCORM-compliant eLearning modules and on-demand videos to interactive guides and blended learning resources—for programs such as Fair Hearings, Child Support, Financials, and Eligibility. Working closely with subject matter experts, project leaders, and change management teams, this individual will create high-quality, measurable learning experiences that strengthen New York State’s human services transformation efforts.

Duties:

• Design and develop instructional materials using adult learning principles and instructional design models (e.g., ADDIE, Bloom’s Taxonomy).
• Create and manage a variety of training content formats, including eLearning modules, on-demand videos, interactive guides, and blended learning resources.
• Collaborate with subject matter experts (SMEs) and project stakeholders to gather content, validate materials, and align training with program objectives.
• Utilize State or County-issued Learning Management Systems (LMS) for course development, delivery, tracking, and reporting.
• Ensure all training materials meet accessibility standards and support inclusive learning for diverse audiences.
• Manage instructional design projects from planning to implementation, ensuring timely delivery and alignment with statewide transformation goals.
• Stay up to date with learning technologies, instructional strategies, and industry best practices to continuously enhance training effectiveness.

Mandatory Qualifications:

• 4+ years of experience as a Trainer.
• 4-7 yrs hands-on experience creating content and delivering training for products across various audiences and technologies; creating content readied for various mediums – print, eLearning, OnDemand videos, and others job aids, including SCROM compliant training content.
• 4+ years of experience Health and Human services experience
• 4+ years of experience creating and evaluating assessments and track KPIs (formative and summative) to measure learner comprehension and training effectiveness.
• 4+ years of experience with WCAG to ensure inclusive learning for all user groups
• Certification in instructional design, eLearning development, or adult learning strategies (e.g., ATD CPTD or Prosci certification preferred)
