End Date (or “Ongoing”): June 2026

The initial contract period shall be from date of award until 6/30/2026. UOSA reserves the right to extend the Contract, one year at a time, and by mutual agreement, for an additional six (6) twelve (12) month periods.


Position Summary:
The Data & Analytics Specialist supports UOSA’s digital transformation by designing and implementing advanced data visualizations, dashboards, data models, and predictive analytics solutions that enhance organization-wide decision making. This role works across SCADA, LIMS, CMMS, ERP/financials, GIS, and collaboration platforms to enable data-driven operations, optimize processes, and support UOSA’s goal of developing modern, integrated analytics capabilities. Supports development of data visualization tools, dashboards, and predictive analytics capabilities to improve decision-making across the organization.


Key Responsibilities:


Data Visualization & Dashboard Development

  • Design and develop intuitive dashboards and visualization tools that integrate data from SCADA, LIMS, CMMS, Operations logbooks, ERP, GIS, and other UOSA platforms.
  • Build solutions such as shift-turnover dashboards, operational KPIs, maintenance performance dashboards, and compliance-focused reporting tools.
  • Use Microsoft Power BI, AVEVA PI Datalink, and related analytics tools to produce real-time, actionable insights.

Predictive & Proactive Analytics

  • Develop predictive models to support process optimization, asset management, and operational forecasting—such as anticipating pump failures, influent flow variations, or energy optimization scenarios.
  • Support development of digital twins and what if analysis models for operational planning and treatment optimization.
  • Use advanced analytics to identify patterns, anomalies, risks, and performance improvement opportunities across operational and business systems.

Data Integration & Quality

  • Support integration of datasets across SCADA, PI, CMMS, LIMS, ERP, GIS, and collaboration platforms to enable consistent, unified reporting.
  • Develop repeatable ETL/ELT processes to ensure data accuracy, completeness, and consistency.
  • Assist in mapping data flows, defining data standards, and improving data quality as part of UOSA’s digital transformation initiatives.

Support for Digital Transformation Roadmap & Governance

  • Provide analytical input into the Digital Maturity Assessment and support identification of data-related gaps, opportunities, and high value use cases. [UOSA_RFP_2...l_Released | PDF]
  • Recommend data architecture improvements that support future state governance, integration, and analytics strategies.
  • Ensure analytics solutions align with the Technology Governance Framework and UOSA’s long-term digital vision.

Collaboration & Stakeholder Engagement

  • Work closely with operations, maintenance, engineering, laboratory, finance, and IT/ITS staff to understand analytic needs and translate them into actionable data solutions.
  • Facilitate workshops to gather reporting requirements, validate models, and train users on new dashboards and analytics tools.
  • Communicate complex analytical findings in clear, intuitive ways that support operational and executive decision-making.

Required Qualifications

  • 5+ years of experience in data analytics, business intelligence, or advanced analytics within industrial, utility, or public sector environments.
  • Proficiency with Microsoft Power BI, data modeling tools, and reporting frameworks.
  • Experience with datasets from OT and IT systems such as SCADA, PI, CMMS, GIS, LIMS, ERP, and related platforms.
  • Knowledge of predictive analytics, statistical modeling, or machine learning techniques.
  • Strong data integration skills, including ETL/ELT workflows and cross platform data synchronization.
  • Excellent communication and visualization abilities—able to present insights to both technical and non-technical audiences.
  • Familiarity with utility operations, wastewater processes, or critical infrastructure analytics is preferred.

The Data & Analytics Specialist is critical for enabling data driven operations at UOSA. By creating visualizations, dashboards, and predictive analytics tools, this role supports faster decision making, operational optimization, risk reduction, and increased efficiency across divisions. Analytics capabilities directly advance several high priority Digital Transformation Objectives outlined in the RFP, including visualization, predictive modeling, and data integration.
