Scope of Work
1. Minimum Qualifications
a. Academic and Certification
i. A bachelor's degree from an accredited college or university and seven (7)
years' experience in computer systems analysis and/or computer
programming; or
ii. A bachelor's degree from an accredited college or university with a major in
one of the computer sciences or management information systems.
b. Skills and Abilities
i. Knowledge of the principles, practices, and techniques of computer
programming and systems design
ii. Ability to evaluate and implement user's requests for new data elements and
systems and incorporates in the existing shared data environment
iii. Ability to coordinate use of the organization's data to ensure data integrity and
control redundancy
iv. Ability to perform data modeling and proto typing
v. Knowledge of maintaining necessary database security
vi. Skilled in monitoring database performance and implementing efficiency
improvements
vii. Ability to create test data base environment for applications sections,
including the creation of necessary libraries and procedures
viii. Ability to develop and maintain database access and procedures to ensure
proper control of the databases
ix. Ability to assist programmer/analysts in programming database objects and
conduct walk-throughs to ensure database efficiency
x. Ability to set up and/or execute the jobs necessary to save, retrieve, and
recover databases from hardware and software failures within established
procedures
c. Experience
i. Seven (7) plus years of successful data driven system
development/integration experience using Microsoft SQL server.
d. General
i. Ability to plan, organize, and coordinate work assignments
ii. Ability to communicate technical information effectively
iii. Ability to establish and maintain effective working relationships with others
2. Responsibilities
The Data Engineer will be responsible for the following:
a. Design, construct, and maintain ETL/ELT pipelines,
b. Create and manage relational databases and data warehouses,
c. Write complex SQL queries, optimizing query execution and performance tuning,
d. Data modeling and architecture,
e. Ensuring data quality and reliability,
f. Collaboration with Data Stakeholders,
g. Implementation of Data Security and Governance,
h. Expert SQL Proficiency (T-SQL, PL/SQL),
i. Familiarity with Data Warehousing Tools like Snowflake, Redshift,
j. Works as a subject matter expert for data integration, data exchange, and
interfaces between internal and external systems associated with the Agency,
k. Collaborate between the applications developer/DBA and the business unit
working with the carious Agency systems,
l. Acts as a liaison between APD and the external Agency technical staff on
resolving issues with interfaces, data integration and the data exchange jobs
associated with the Agency systems,
m. Performs system testing and maintain the test results for various APD systems,
n. Helps the developer/analyst in analyzing data and reports for resolving critical
issues with production systems; and
o. Liaises with network administrators, developers, system analysts, and business
owners to assist in resolving problems with applications/programs.
