Description

New hires, re-hires, and internal hires will typically receive a starting salary between the posted minimum and the average pay of employees in their same classification. Offers will be commensurate with the candidate’s experience and qualifications and will thoughtfully consider internal pay equity for agency staff who perform similar duties and have similar qualifications. The top half of the posted salary range is generally reserved for candidates who exceed the requirements and qualifications for the role. The maximum salary range is reserved for candidates that far exceed the required and preferred qualifications for the role.

This position is funded through June 30, 2027. Continuation of the position beyond that date is not guaranteed.

Position Overview

The Data Manager – ESC Strategy provides advanced consultative services and technical assistance to the 20 Education Service Centers (ESCs) to strengthen statewide capacity and ensure compliance with state reporting mandates. This position supports TEA’s strategic plan by guiding ESCs in implementing reporting processes, fostering collaboration, and building leadership capacity through professional development and strategic planning. The role manages internal TEA and external ESC regional performance data systems. Work requires independent judgment and expertise in educational systems, adult learning, and state accountability requirements.

Flexible work location within the state of Texas may be considered for qualified candidates.

Essential Functions
Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned.

1. Regional Performance System Leadership: Manage the usability and accessibility of the ESC regional performance dashboard and related resources, ensuring they support accurate and timely reporting in accordance with state mandates. Provide guidance and technical assistance so ESCs can effectively use these tools for compliance and planning. Develop system documentation (data dictionary, design metrics), lead data strategy including refresh schedules, data governance and testing.

2. Statewide Strategy and Reporting Alignment: Collaborate with ESC Strategy leadership to establish consistent reporting processes and routines that meet TEA requirements. Translate agency priorities and statutory obligations into actionable strategies for ESCs, maintaining documentation and guidance to ensure clarity and fidelity.

3. Professional Development and Capacity Building: Identify ESC training needs related to state reporting and accountability. Develop adult-learning aligned materials and deliver virtual and in-person training sessions to strengthen ESC capacity in meeting reporting requirements and using data for improvement planning.

4. Strategic Support for Commissioner Priorities: Provide the comprehensive data needed for the evaluation of the Commissioner’s identified priorities, including preparation of analysis packages and support for regular visits (virtual and in person) to ESCs. Coordinate cross unit inputs and ensure accuracy and timeliness.

5. Program Evaluation and Continuous Improvement: This role will work cross-functionally with programmatic and data analysis teams across the agency to conduct ad hoc and scheduled analyses on ESC performance, including state accountability, student assessment, and other priority metrics, to inform ESC performance routines, leadership decisions, and stakeholder communications. Produce clear visualizations and narrative summaries that drive action. Implement robust QA checks, aggregate / public data safeguards (e.g., suppression rules, minimum sizes), and change management / versioning. Maintain thorough documentation (data lineage, definitions, refresh cadences) to ensure continuity and auditability.


Qualifications

Minimum Qualifications

  • Education: Graduation from an accredited four-year college or university
  • Experience: At least five (5) years of professional experience applying data analytics or data strategy in K–12 education, public sector, or similar stakeholder environments.
  • Substitutions: Each advanced degree may substitute for two years of required experience.
Other Qualifications
  • Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military.
  • A degree in an analytical field preferred (e.g., Data Science, Statistics, Computer Science, Mathematics, Economics, Education Research, Public Policy, or related is preferred.
  • Demonstrated experience creating and managing databases, standing up data pipelines, establishing data dictionaries, and implementing QA and governance for aggregate/public reporting.
  • Proven ability to build accessible dashboards, data visualizations, and reports that are easy for nontechnical audiences to use and interpret; experience with adult learning and user-centered design for trainings and guides.
  • Excellent written/verbal communication; ability to translate complex methods into plain language; skilled facilitator for in-person and virtual trainings.
  • Experience defining KPIs, targets, and review routines that inform decision-making and drive continuous improvement preferred.
  • Familiarity with the data surrounding the Texas education system, including accountability metrics and state assessment preferred.
  • Highly organized; meticulous attention to detail; able to manage multiple projects; collaborative, growth-oriented mindset.
