Data Modeler / Data Architect

Position Overview:
The Commonwealth of Pennsylvania Department of Health (DOH) is seeking a seasoned Data Modeler / Data Architect to support their Data Warehouse (EDW) modernization initiative. The successful candidate will provide technical services to the DOH and EDW teams, leading the design, development, and implementation of data models for a new, cloud-based EDW system utilizing Microsoft Azure. This role includes large-scale data processing, analysis, and modeling in the context of public health projects, such as the COVID-19 response, healthcare systems modernization, and more.

Key Responsibilities:

• Serve as the lead Data Modeler and Data Architect for the modernization of the Department of Health’s EDW system in Azure.
• Design, develop, and implement logical and physical data models, including metadata, data dictionaries, and technical documentation.
• Collaborate with cross-functional teams, including business analysts, application developers, and DBAs, to ensure the EDW meets technical and business requirements.
• Assist in data profiling, statistical analysis, and the design of efficient, scalable data solutions for large datasets.
• Lead the migration of legacy data to Microsoft Azure using tools like Azure Databricks, Delta Lake, and Synapse.
• Provide expert guidance on data analysis methodologies, ensuring accuracy and completeness of proposed data models.
• Manage and ensure compliance with all federal and state standards for data management.
• Facilitate knowledge transfer sessions and ensure stakeholders understand data models and their use.
• Support ongoing business and technical requirements gathering, testing, and project status reporting.

Required Skills & Experience:

• 10+ years of relevant Data Modeling and Data Architecture experience.
• Proficient in SQL Server, T-SQL, SSIS, stored procedures, ELT processes, and complex queries.
• Hands-on experience with Azure Databricks, Delta Lake, Synapse, and Python.
• Expertise in logical and physical data modeling, and use of tools like ErWin or similar.
• Strong background in data profiling, analysis, and the development of data solutions based on business requirements.
• Experience with metadata management, data dictionaries, and technical documentation.
• Knowledge of Azure DevOps and experience working within Agile/Scrum frameworks.
• Solid understanding of data warehousing, star schema, fact and dimension models, and entity-relationship design.
• Ability to work independently with minimal supervision while balancing multiple projects.
• Excellent communication skills with the ability to present complex technical concepts to diverse audiences.
