The top half of the posted salary range is generally reserved for candidates who exceed the requirements and qualifications for the role. The maximum salary range is reserved for candidates that far exceed the required and preferred qualifications for the role.

About the Office of IT

The Office of Information Technology works closely with all agency divisions to implement innovative technology solutions in a cost-efficient manner that supports the goals and priorities of the Texas Education Agency. The Office of IT provides efficient technology solutions and stellar customer services to internal staff, 20 Educational Service Centers, and 1,200-plus public-school districts and charter schools. The following services are provided by IT: leadership on IT initiatives; guidance on security/policy issues; new application development/enhancements; software acquisition; technical support; assistance with technical sections of purchasing documents such as Request for Information (RFI), Request for Offers (RFO), Request for Proposals (RFP); and oversight on the data collection process which helps to support and improve outcomes for all of Texas’ 5 million-plus students.

Position Overview

The Data Quality Analyst performs highly complex (senior-level) computer systems analysis and data quality assurance tasks associated with the Texas Student Data System (TSDS) application and its relational repositories through development and maintenance of test plans and execution of test cases using various application tools to analyze and validate data. This position is responsible for analyzing, creating, and maintaining TSDS data views and data documentation, ad hoc programming requests, and providing customer support to the TEA data user community. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

This role may occasionally require working outside standard business hours to support key responsibilities and ensure timely completion of tasks.

Flexible work location within the state of Texas may be considered for qualified candidates.

Essential Functions
Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned.

1. Data Quality: Develop, maintain, and execute test plans to analyze and validate data integrity for all Texas Student Data System (TSDS) data collections based on evolving Texas Education Data Standards (TEDS) and TSDS data models as well as continuously improved programming skills. Evaluate any data anomalies, devise solutions when necessary, track and document related issues, and succinctly and thoroughly convey all issues and findings to the Data Standards, Data Quality and Governance Manager and other Data Standards, Data Quality, and Business Analysis Division staff as appropriate.

2. Code Reference Tables: Maintain and update Texas Student Data System (TSDS) code reference tables based on annual changes to Texas Education Data Standards (TEDS).

3. TSDS Data Views: Create data views through development and maintenance of Data Definition Language (SQL|DDL) scripts updated annually according to revisions to Texas Education Data Standards (TEDS) and to Texas Student Data System (TSDS) data models. Coordinate implementation with Database Administration personnel.

4. TSDS Data Documentation: Develop and maintain Texas Student Data System (TSDS) data documentation for all collections based on annual changes to Texas Education Data Standards (TEDS) as well as the corresponding SharePoint documentation library site available to customers. Provide technical support as a high-level resource for problem resolution, including reported data anomalies, to TEA TSDS data user community while following established Data Standards, Data Quality, and Business Analysis Division guidelines.

5. Ad Hoc Reporting and Analysis: Produce ad hoc reports and special data analyses as required by the Data Standards, Data Quality, and Business Analysis Division.


Qualifications

Minimum Qualifications

  • Education: Graduation from an accredited four-year college or university
  • Experience: At least three (3) years of experience in computer systems analysis or design.
  • Substitutions: Each additional year of related experience above the required minimum may substitute for education on a year-for-year basis.

Other Qualifications

  • Desire to self-reflect, give and receive feedback, and continuously improve. Knowledge of relational database structures and access methods.
  • Experience in quality assurance test planning, systems analysis, and design work is preferred.
  • Skill in SAS and SQL programming languages and data analysis techniques, including analyzing data for compliance with business rules.
  • Demonstrated ability to build and sustain positive working relationships across diverse teams and stakeholders.
  • Demonstrated ability to effectively prioritize and manage multiple concurrent tasks, deliver innovative solutions, and consistently meet deadlines while maintaining a collaborative, composed, and upbeat approach
  • Skilled in analyzing information with logical precision and maintaining a high level of attention to detail.
