Summary
Under the direction of the Vice-President of Student Services, the Dean of Student and Special Programs is responsible for planning, organizing, and administering the operations of Categorical Programs (i.e. EOP&S & CARE, DSP&S, CalWORKs, Tutoring Services, Basic Needs Center, TRiO, Student Equity and Achievement Program (SEAP), and Student Wellness, to include management of mental health services. Develops and implements operational policies and procedures, manages budgets, maintains records, provides direction to and evaluates support staff. Performs related work as required.
Required Qualifications
Minimum Qualifications:
- Requires a Master’s degree, and One year of formal training, internship, or leadership experience reasonably related to the administrator’s administrative assignment or possession of a valid California Community College Supervisory Credential; AND
- Within the last four year, demonstrate two years of experience or the equivalent: (1) In the management or administration of educational programs, community organizations, government programs, or private industry in which the applicant dealt predominantly with ethnic minorities or persons handicapped by language, social or economic disadvantages or, (2) As a community college EOPS counselor or EOPS instructor, or have comparable experience in working with disadvantaged clientele AND
- Have completed a minimum of six units of college-level coursework predominantly relating to ethnic minorities or persons handicapped by educational, language, or social disadvantages.
The qualifications for an EOPS Director are outlined in California Education Code Title 5, section 56262. Therefore, anyone hired in a position that includes an EOPS Director must meet the minimum qualifications as outlined in Education Code. No waiver is available for this section.

Essential Duties and Responsibilities
- Plans, organizes, directs, and participates in a full-scope program for a student services program that includes but is not limited to:
- Services such as student wellness, mental health support, and basic needs..
- Special programs for students with unique ambulatory and adaptive learning needs, students with disabilities, first generation college students, foster youth, veterans, incarcerated students, low-income students, underrepresented student populations, and other populations that fit within the scope of the position.
- Direct, plan and coordinate activities and initiatives of the Student Equity and Achievement program and other programs designed to promote equitable access and success for students.
- Supervise Basic Needs program and staff.
- Direct and provide leadership for programs and professional development to close equity gaps in student success measures, in collaboration with faculty.
- Maintain knowledge of current and emerging matters related to diversity, equity, and inclusion.
- Develop and implement District-wide professional development opportunities to promote cultural understanding and competency, and a climate of equity and inclusion.
- Monitor changes in regulations and policies concerning related programs and initiatives.
- Develop and manage budgets and annual planning through the Non-Instructional Program Review process for staffing, budget expenditures, facilities, equipment and supplies.
- Research, collect, assemble, and analyze data, ,prepare and present reports
- Participate in the preparation of budgets and oversight of expenditures.
- Prepare and submit required reports
- Participate in the hiring of staff
- Develop, supervise and evaluate staff of student services area
- Serve on college committees and represent the District at assigned local, regional, and State meetings
- Provide leadership in the area of student support services.
- Fulfill administrative responsibilities in compliance with the District’s mission, goals, policies, and collective bargaining agreements.
- Foster cooperation by encouraging and maintaining open communications and by supporting the implementation of shared governance.

- Experience managing categorical funds (Basic Skills, EOP&S, DSP&S, CalWORKs, TRiO)
- Experience with grant writing and management
