    Job Description:

    Qualification / Experience

    Essential:
    • BE / B.Sc in Engineering (Civil/Related fields) from an HEC recognized university with 12 years of relevant experience in construction and maintenance.

    Desirable:
    • MS / MSc in Civil Engineering from an HEC recognized university with 15 years of relevant experience in construction and maintenance.
    • Retired Armed Forces personnel Col /Lt Col (or equivalent) from the Corps of Engineers served in the field of construction of buildings and roads especially form NLC, CWO, DW&CE and Housing Dte.

    Key Responsibilities
    • Assist the procurement committee in tendering process including technical and financial evaluation using EPADS and latest PPRA guidelines.
    • Maintain proactive/ pervasive vigilance for any potential irregularity in processes and procedures by employing fraud prevention techniques and report matters to the CA and provide expert opinion to investigation/ inquiry committee.
    • Verify and maintain all records of works in an electronic form for quick retrieval and verification as and when desired by the CA.
    • Supervise planning of projects and complete infrastructure in line with approved zoning and master planning of NUST and updating of master plan accordingly.
    • Prepare PC-I w.r.t civil works and submission of monthly and quarterly reports of all PSDP projects to the concerned Ministry.
    • Prepare tender documents to ensure alignment with PPRA procurement principles and verify that specifications and pre-qualification criteria are fair, impartial, and do not favour/ discredit any party.
    • Verify estimates and BOQs to ensure minimal change/ addendum in scope and specification during project execution.
    • Certify interim/ final payments to contractor after verification of all measurements and bills provided in the submission by contractor with necessary diligence to avoid over underbilling.
    • Determine the quantum of Variation Order submitted by contractor including verification of compliance of all provisions of contract.
    • Give determination/ decision on contractor's claims/ dispute after evaluation of narrative, entitlement and quantum provided by contractor.
    • Give notice to contractor in case of delay in progress, non-conformance of quality and suspend work due to safety and other external reasons.
    • Implement the progress monitoring and reporting software mandated by NUST in all works with reporting to the CA.
    • Manage administrative matters including staff discipline under E&D rules and initiation of ACRs for reporting officers/ staff.
    • Perform any other duties as assigned by the Director Works.

    Terms & Conditions:
    • Candidates are required to attach scanned copies of their documents (Academics / Professional).
    • Last education certificate/degree must be attested/verified by HEC.

    • Candidates may be considered ineligible for the post due to any of the following reasons:

    • 3rd Div in academic career / weak academic profile.
    • NUST employees with less than one year of service with NUST and / or absence of NOC from Head of Institution.
    • In process of pursuing a required degree.
    • Medically unfit.
    • Only selected candidates will be contacted and issued offer letter.
    • Candidates serving in Govt departments, Armed forces may apply through their respective parent department / organizations. Late / incomplete applications will be ignored. Only short-listed candidates will be considered / called for test / interview and no TA / DA will be admissible.
