About the Role:

Tioga County is seeking a highly skilled and motivated Deputy Director of Information Technology & Communication Systems (ITCS) to join our leadership team. Under the general direction of the Chief Information Officer (CIO), this position plays a critical role in managing departmental programs, services, and resources, with a strong focus on information security, cybersecurity, and IT risk management.

The Deputy Director will act on behalf of the CIO in their absence and will oversee daily operations, supervise staff, and ensure the integrity and efficiency of the County’s IT infrastructure and communication systems.

Key Responsibilities:

  • Represent the CIO at local, state, and professional meetings.
  • Oversee ITCS staff and coordinate responses to service requests and technology issues.
  • Develop and implement IT risk management frameworks and security policies.
  • Lead investigations into security incidents and provide actionable recommendations.
  • Assist in strategic planning, budgeting, and policy development.
  • Coordinate training programs and facilitate cybersecurity education for County users.
  • Evaluate and recommend upgrades to telecommunications and IT systems.
  • Prepare reports and dashboards on IT risk posture and compliance.
  • Maintain system documentation and user instructional materials.

Qualifications:

  • Thorough knowledge of business practices and technological solutions in a government setting.
  • Strong understanding of NY State County government operations and IT needs.
  • Experience with network security, patch management, and automation tools.
  • Familiarity with federal and state IT regulations across multiple domains (e.g., finance, legal, HR, law enforcement).
  • Working knowledge of NY State Archives Records Retention requirements.
  • Proven ability to manage multiple projects, draft complex documents (e.g., RFPs, grant proposals), and lead teams.
  • Excellent communication skills, both written and verbal.

Minimum qualifications (either):

a. Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s degree in computer science, business or public administration, information technology, computer engineering, or closely related field and four (4) years of full-time work experience (or its part time equivalent), in coordinating and implementation of information system projects, or performing systems analysis or technology application activities, two (2) years of which included: information security, disaster recovery planning, business controls, Information Technology auditing, or business continuity management; OR

b. Graduation from a regionally accredited or New York State registered college or university with an Associate’s degree in computer science, business or public administration, information technology, computer engineering, or closely related field and six (6) years of full-time work experience (or its part time equivalent), in coordinating and implementation of information system projects, or performing systems analysis or technology application activities, two (2) years of which included: information security, disaster recovery planning, business controls, Information Technology auditing, or business continuity management; OR

c. An equivalent combination of training and experience as defined in (a) and (b).

Preferred Certifications:

  • Cisco (CCNA, CCNP)
  • Project Management (PMP)
  • ITIL Foundation or higher
  • Other relevant industry-standard certifications
