About the Indiana Criminal Justice Institute (ICJI)
:

The Indiana Criminal Justice Institute (ICJI) is the State planning agency for criminal justice, juvenile justice, traffic safety, and victim services. The institute develops long-range strategies for the effective administration of Indiana's criminal and juvenile justice systems and administers state and federal funds to carry out these strategies.


The Indiana Criminal Justice Institute is the designated State Administering Agency for Federal Department of Justice, Office for Victims of Crime, Office of Violence Against Women, and Department of Health and Human Services grants within Indiana. These sources of funding are the largest sources of funding for local entities and agencies that provide direct services to victims of crime, including domestic violence and sexual assault.


Further, ICJI is responsible for coordinating and collaborating with local, state, and federal entities to identify, assess, plan, resource, and evaluate new and emerging issues facing the criminal justice and public safety spectrum. ICJI works with local, state, and federal entities to evaluate programs associated with the prevention, detection & solution of crimes; law enforcement, and criminal/juvenile justice, to improve and coordinate all aspects of law enforcement and criminal/juvenile justice. The agency evaluates policies, programs, and legislation designed to address these issues. ICJI is designated as the State Administering Agency for distribution of federal funds, and as the State Statistical Analysis Center for research About the Indiana Criminal Justice Institute (ICJI).


Role Overview
:

This position functions as Deputy General Counsel of the agency and is responsible as a member of the agency legal team for work-related legal services to the General Counsel and all agency personnel. The position requires a high level of judgment with multiple competing priorities on a daily basis. Attention to detail, as well as the implementation and interpretation of all legislation, rules, and regulations that impact the agency will be critical for the applicant.



Salary Statement:

The salary for this position traditionally starts at $93,002.00 but may be commensurate with education or work experience.


A Day in the Life:

The essential functions of this role are as follows:

  • Reports to General Counsel and assists with rulemaking, contracts, grants, MOU's and the interpretation of statutes and rules.
  • Responsible for drafting legal documents on behalf of the agency.
  • Prepare and render legal opinions to the agency’s leadership and management teams, as requested.
  • Provide legal assistance in the drafting of legal documents, agency policy, rules and regulations, r and other legal or related papers upon request.
  • Provide legal assistance in drafting of legislation impacting the agency, including pertinent research as needed.
  • Work with Executive staff on legislative matters as directed, including providing legal analysis of pending legislation.
  • Advise staff concerning legal related matters.
  • Conduct legal research and prepares reports on various topics as requested by the Leadership Team.
  • Review contracts, grant agreements and other documents as requested.
  • Must maintain a working knowledge of pertinent state and federal laws, including 2 CFR 200.
  • Manage agency litigation and coordinates legal matters with outside counsel.
  • Monitor legal services provided to the agency by outside counsel.
  • May serve as agency Ethics Officer and could be responsible for maintaing all agency ethics information, including training staff, boards and grantees on ethics.
  • Act as the agency Civil Rights Officer responsible for maintaining all agency civil rights documentation including training on civil rights requirements.
  • Represents the agency in administrative proceedings as directed by the General Counsel.
  • Serves as the agency Records Coordinator, and is responsible for maintaining agency retention policies and reviewing disposition requests.
  • Assist the General Counsel to keep assigned agency informed and up to date regarding any matters that are likely to have a significant impact upon the agency.
  • Oversees agency legal interns
  • Provide reports regarding matters within the responsibilities that are appropriate for public discussion.
  • Other duties as assigned

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What You'll Need for Success:

You must meet the following requirements to be considered for employment:

  • Doctor of Jurisprudence degree.
  • Admission to the Indiana State Bar.
  • Advanced knowledge of laws, legal codes, court procedures and precedents.
  • Thorough knowledge of agency and/or organizational program(s) and business practices.
  • Thorough knowledge of State programs and resources, public policy, and program evaluation.
  • Ability to develop and/or measure program outcomes.
  • Thorough knowledge of principles, theories, and practices of budget management.
  • Ability to supervise others by assigning/directing work. conducting employee evaluations, staff training and development, taking appropriate disciplinary/corrective actions, making hiring/termination recommendations.
  • Must possess excellent writing and communication skills and be able to present ideas and opinions clearly in verbal, written and electronic form.
  • Ability to establish and maintain effective working relationships with fellow agency employees.
  • Ability to treat all state employees with courtesy and respect.
  • Ability to create, maintain and improve the culture of teamwork, excellent customer service and cost-effective use of the people’s resources.
  • Ability to discharge all job responsibilities with integrity.

Supervisory Responsibilities/Direct Reports:

This role may provide direct supervision for one or more staff members.
