JOB DESCRIPTION
SECTION I: BASIC INFORMATION ON THE ROLE
Costing, Estimation & Tender DGM (Power Projects – EPC)
SECTION II: JOB SUMMARY
The Costing, Estimation & Tender DGM will be responsible for preparing accurate cost estimates, tender documentation, and techno-commercial proposals for large-scale Power EPC projects (Generation, Transmission, Distribution, Substations, Renewable & Hybrid Systems). The role demands strong expertise in analyzing project requirements, reviewing technical specifications, and ensuring competitive yet profitable bidding.
SECTION III: DO – KEY ACTIVITIES AND RESPONSIBILITIES OF THE ROLE
1. Tendering & Bidding
- Lead the end-to-end tendering process for EPC power projects (thermal, renewable, substations, transmission lines, BESS-integrated projects, etc.).
- Review tender documents, scope of work, contract conditions, and technical specifications.
- Identify risks, clarifications, deviations, and value-engineering opportunities.
- Coordinate with engineering, procurement, and execution teams for input during bid preparation.
- Prepare comprehensive techno-commercial bid proposals ensuring compliance with client requirements.
2. Costing & Estimation
- Develop detailed cost estimates covering civil, mechanical, electrical, I&C, balance of plant, transmission, and auxiliary systems.
- Analyze vendor/supplier/subcontractor quotations for accuracy and competitiveness.
- Build cost models including materials, labor, equipment, logistics, overheads, and contingencies.
- Maintain a cost database and benchmarking for various EPC projects.
- Conduct sensitivity and risk analysis to evaluate the impact on project cost.
3. Contract & Documentation
- Draft pricing sheets, BOQ, and bid documentation in line with client formats.
- Ensure commercial terms, taxation, duties, and statutory compliance are captured in cost models.
- Support contract negotiations with clients and subcontractors.
- Provide clarifications and post-bid support until award of contract.
4. Coordination & Stakeholder Management
- Collaborate with engineering, design, SCM, project execution, and finance teams for accurate inputs.
- Liaise with clients, consultants, and statutory authorities for bid/tender-related matters.
- Support senior management with bid strategy, competitor analysis, and pricing recommendations.
- Expertise in cost estimation techniques & EPC pricing models.
- Strong commercial acumen and negotiation skills.
- Deep understanding of power sector regulations, codes, and tendering processes.
- Analytical mindset with attention to detail.
- Strong leadership & team management skills.
- Ability to work under pressure with tight deadlines.

SECTION IV: DELIVER – KEY OUTPUTS / RESULTS FROM THE ROLE
Key Performance Indicators (KPI) What are the measurable indicators for the role?
- 10–18 years of experience in Costing, Estimation & Tendering for Power EPC Projects (Generation/Transmission/Distribution/Renewables).
- Proven track record of handling tenders for projects ranging from 50 MW to 500 MW+ or large infrastructure contracts.
- Strong knowledge of EPC project cost structures, bid management, FIDIC contracts, and government tendering norms.
- Familarity with SAP/ERP costing tools and MS Excel-based cost models.
