Job Title: Deputy General Manager – Human Resources (DGM – HR)


Location: Saudi or UAE


Experience: 15+ Years


Key Responsibilities:

1. Talent Acquisition & End-to-End Recruitment:

  • Drive and manage the complete recruitment cycle: manpower planning, sourcing, screening, interviewing, selection, offer negotiation, and onboarding .
  • Handle volume hiring as well as niche skill recruitment for engineering, procurement, construction, project management, HSE, quality, and support functions.
  • Collaborate with business heads and project leaders to forecast and fulfill manpower needs based on project lifecycle and execution timelines.
  • Develop talent acquisition strategies to meet dynamic project-based hiring needs across multiple locations (including remote and international sites).
  • Lead the use of digital recruitment tools, job portals, internal databases, and social media to attract top EPC talent.

2. Workforce Planning & Deployment:

  • Align manpower planning with business projections and project schedules.
  • Ensure optimal resource allocation across projects by maintaining a skilled talent bench.
  • Manage internal redeployment and succession planning in coordination with project leaders.

3. Stakeholder & Vendor Management:

  • Engage with internal stakeholders including functional heads, project managers, and senior leadership for approval processes and workforce alignment.
  • Manage recruitment agencies, third-party vendors, and contractors for both white- and blue-collar hiring, ensuring performance and compliance with SLAs.

4. Recruitment Operations & Analytics:

  • Define and monitor recruitment KPIs such as Time-to-Fill, Cost-per-Hire, Offer-to-Join Ratio , etc.
  • Provide regular recruitment dashboards and MIS reports to senior management.
  • Lead continuous improvement initiatives in recruitment processes and systems (e.g., ATS implementation, automation, process documentation).

5. Employer Branding & Talent Engagement:

  • Enhance the company’s employer brand in the EPC domain.
  • Represent the company at job fairs, campus placements, and industry networking events.
  • Ensure a positive candidate experience throughout the recruitment journey.


Desired Candidate Profile:

  • Education: MBA/PGDM in HR from a recognized institute.
  • Experience: 15+ years of relevant HR experience with minimum 10 years in recruitment within EPC/Infrastructure/Oil & Gas/Power/Heavy Engineering sectors.
  • Exposure to project-based hiring , remote site mobilization , and multi-location recruitment .
