This position is responsible for leading the alignment of the organization’s financial strategy with business strategy, providing guidance over a full spectrum of strategic and tactical programs to support financial objectives. This position ensures its team provides strategic insight, financial guidance, and financial performance management across the organization. Primary duties include strategic planning and operational oversight, as well as resource, relationship, and people management. This position partners with Region, Benefit, and business leaders to elevate financial rigor, influence strategic choices, accelerate P&L performance, and proactively identify and mitigate risks to maintain operational resilience.

$165,240.00 - $201,960.00

Technical/Operational Leadership
-
Partner with Region leaders to set Board of Directors and Finance Committee agendas; develop and present materials at related meetings.

Serve as finance advisor to P&L owners and functional leaders – framing trade-offs, challenging assumptions, and driving accountability for financial outcome commitments.

Provide direction and oversight for financial analyses, models, dashboards, and reporting packages created by the Finance Business Partner (FBP) team; standardize FBP deliverables, templates, and cadence.

Establish and oversee standards for high-quality financial modeling, forecasting, and performance reporting; ensure effective, efficient, and compliant operations.

Guide team in building driver-based models, scenario analyses, and automated reporting tools.

Ensure data accuracy and alignment across all outputs; collaborate with FP&A, Actuarial Services, and Accounting teams.

Lead adoption and optimization of planning/reporting systems and processes; collaborate with Finance Transformation team.

Set the strategic direction for the Finance Business Partnering function, ensuring alignment with company objectives.

Lead financial partnership for Strategic Growth & Resilience (or any financial performance focused) program, aligning initiative owners, operations, and transformation leaders around targets and value realization.

Establish cadence for informing the rolling forecast processes, driving consistency across the team.

Partner with senior leaders to identify performance levers and guide strategic decisions.

Drive initiatives that improve planning quality and operational discipline.

Oversee evaluation of strategic and operational initiatives, ensuring use of ROI and scenario methodologies.

Guide budget monitoring, spending analysis, and KPI tracking across supported functions.

Develop frameworks for resource prioritization and business case assessment in pursuit of financial performance outcomes.

Review and validate FBP team financial insights for business reviews.

Ensure compliance with financial policies and internal controls.
Strategic/Operational Planning

Participate in the development of vision, goals, and strategic plans for the business unit.

Provide input into the strategic plans of the organization.

Develop annual team goals that align with organizational strategic goals.

Develop short and long-term plans and policies; oversee the development and execution of standard operating procedures.
Financial/Resource Management

Develop and/or manage team budget in alignment with short- and long-term plans.

Manage resources to ensure priorities are accomplished.

Approve resource allocations within budget, including people, finances, and timelines; make decisions on exceptions.
Relationship Management

Lead effective communication system for work group(s), ensuring a collaborative culture.

Build and ensure effective relationships across internal teams and external organizations for current or future integration.

Partner with internal leaders and managers in identifying improvement plans and processes.
-
Represent CareOregon CCOs in external meetings and functions, providing productive leadership presence and effectiveness.

Perform supervisory tasks in collaboration with Human Resources as needed.
Experience and/or Education
Required
-
Minimum 10 years’ experience in finance, including core areas such as financial planning and analysis, business partnering, accounting, and business development modeling
Preferred
-
Minimum 4 years’ experience in a supervisory position

Finance degree or related coursework

Experience working in an ERP
Knowledge

Advanced financial knowledge

Understanding of the health insurance industry, including internal and external managed care systems, products, and methods

Understanding of financial structures, fiscal responsibility, and the economic impact of business decisions
