About Us

The N.C. State Board of Elections is the statewide agency that supervises elections administration, enforces campaign finance requirements, and conducts associated investigations. The State Board ensures uniform implementation of state and federal election laws and appoints local officials serving on county boards of elections. The Board is composed of five individuals appointed by the Governor from lists of nominees submitted by the chairs of the two political parties having the highest number of registered affiliates. Agency staff are civil servants subject to the State Personnel Act.

Description of Work

Primary Purpose of the Organizational Unit
The Elections Security & Investigations Division safeguards the integrity of elections across North Carolina. The Division investigates allegations of election fraud, voter fraud, and campaign finance fraud to ensure elections are conducted in compliance with state and federal law. The Division also coordinates with other agency divisions to conduct audits and reviews of election processes and systems. It plays a critical role in protecting public trust in elections by detecting, deterring, and responding to improper or illegal activity. The Division works closely with county boards of elections, the agency’s legal staff, and external law enforcement partners to carry out its mission.

Primary Purpose of the Position
The Director of Elections Security & Investigations oversees all investigative and security operations in support of the State Board’s mission to ensure fair, legal, and secure elections. This position manages a staff of investigators, establishes investigative strategies and priorities, and coordinates audits and post-election reviews in collaboration with other divisions. The Director also builds and maintains relationships with law enforcement and prosecutorial agencies to support joint investigations and referrals. This position ensures that investigations are thorough, timely, and legally sound, and that results are presented effectively to the State Board or external authorities as required.

Investigations & Enforcement

  • Direct and oversee investigations into election law violations, including election fraud, voter fraud, campaign finance violations, registration irregularities, and misconduct by election officials.
  • Assign and review investigative cases, ensuring adherence to investigative protocols, standards of evidence, and confidentiality requirements.
  • Oversee evidence collection, interviews, subpoenas, and preparation of final investigative reports.
  • Present findings to the State Board, prosecutors, or other authorities, as appropriate.

Program Leadership & Staff Oversight

  • Supervise a team of investigators, providing guidance, training, and evaluation of staff performance.
  • Establish division priorities, policies, and protocols to guide investigative and audit work.
  • Oversee division budgets, case management systems, and reporting metrics.
  • Convene cross-divisional coordination meetings with elections administration, IT, and legal staff.

External Relations & Partnerships

  • Build and maintain relationships with law enforcement partners, including state and local law enforcement, district attorneys, the Attorney General’s Office, and federal agencies.
  • Coordinate joint investigations, information sharing, and referrals.
  • Represent the agency on intergovernmental task forces, committees, and joint working groups.
  • Provide training and guidance to county boards of elections, local election officials, and law enforcement on fraud detection, election crime, and investigative best practices.

Knowledge, Skills, and Abilities Recommended for this Position

  • Strong understanding of investigative methods, including evidence collection, interviewing techniques, and case reporting.
  • Experience supervising investigators or law enforcement personnel and reviewing investigative work.
  • Skilled in developing and implementing policies, procedures, and performance measures to ensure program goals are achieved efficiently and in compliance with applicable laws and standards.
  • Demonstrated experience in leading complex programs that require strategic planning, cross-functional coordination, and accountability for results.
  • Ability to analyze election data and identify irregular patterns or anomalies.
  • Demonstrated capacity to work with law enforcement and prosecutorial agencies on joint investigations.
  • Excellent oral and written communication skills, including the ability to present findings to boards, courts, or other decision-makers.
  • Ability to establish and maintain effective working relationships with staff, county election officials, and external partners.
  • Strong judgment, integrity, and discretion in handling sensitive and confidential matters.
  • Proficiency in investigative databases, case management systems, and office productivity tools.
  • Ability to manage multiple investigations simultaneously and prioritize under time-sensitive conditions.
  • Commitment to upholding public confidence in the fairness and integrity of elections.

Minimum Education and Experience

Bachelor’s degree in accounting or a discipline related to a program area within the agency, and six years of audit experience including four years of internal audit experience and three years of supervisory audit experience; or a Bachelor’s degree in any field and certification/licensure as a certified internal auditor, certified fraud examiner, certified information system auditor; certified public accountant with an audit focus; or other audit certification/license and six years of audit experience including four years of internal audit experience and three years of supervisory audit experience; or an equivalent combination of education and experience
