Position Overview
The Director of Facilities is responsible for the oversight, maintenance, and efficient operation of all community assets within the Homeowners Association, including the Clubhouse, each Club, Racquet and Croquet Facilities, Golf Facility, Administrative Offices, community roads, lakes, lagoons, water pump stations, and street lighting systems. This role ensures the long-term integrity, functionality, and safety of all facilities while maintaining a high standard of service and appearance that reflects the quality and prestige of the community.
Additionally, the Facilities Manager oversees and coordinates all facility-related capital improvement and renovation projects from concept through completion, ensuring projects are delivered on time, within scope, and on budget.
Key Responsibilities
1. Facility Operations & Maintenance
- Direct and oversee the daily operations and preventative maintenance of all HOA-owned facilities, structures, and equipment.
- Manage repairs, service contracts, and vendor performance for building systems, including HVAC, electrical, plumbing, lighting, irrigation, and security systems.
- Maintain comprehensive facility logs, inspection reports, and maintenance records for all assets.
- Develop and implement long-term maintenance and replacement schedules for major systems and infrastructure.
2. Infrastructure Management
- Proactively oversee maintenance and repair of community roads, sidewalks, storm drains, lakes, and lagoons.
- Manage street lighting systems, ensuring full operational capacity, proper timing, and safety compliance.
- Coordinate water pump station operations, inspections, and compliance with county and state regulatory standards.
- Monitor drainage and irrigation systems to ensure proper water management and environmental compliance.
3. Project Management
- Plan, coordinate, and execute facility improvement, renovation, and construction projects from initiation through completion.
- Prepare detailed scopes of work, budgets, and timelines for approval by the General Manager and/or Board of Directors.
- Solicit and evaluate contractor bids, review design and engineering plans, and ensure adherence to HOA standards, codes, and specifications.
- Serve as the on-site project manager for capital and infrastructure projects, overseeing contractors, engineers, and inspectors.
- Track project progress, budgets, and change orders, providing regular reports and updates to the General Services Manager and General Manager.
- Ensure all projects are completed safely, within scope, and in compliance with HOA and regulatory requirements.
- Maintain project documentation, warranties, as-built drawings, and post-completion evaluations.
4. Vendor and Contract Oversight
- Solicit, evaluate, and negotiate bids and contracts for facility-related services (landscaping, electrical, pest control, lighting, and mechanical services).
- Supervise contractor performance and ensure all work is completed to HOA standards and within budget.
- Maintain positive working relationships with external vendors, inspectors, and regulatory agencies.
5. Budgeting & Financial Management
- Assist the General Services Manager in developing annual operating and capital budgets related to facilities and infrastructure.
- Track expenses and prepare cost analyses, forecasts, and recommendations for capital improvements.
- Identify and implement cost-saving measures through proactive maintenance and efficient vendor management.
6. Safety, Compliance, and Risk Management
- Ensure all facilities comply with federal, state, and local safety, environmental, and accessibility regulations.
- Conduct regular safety audits, fire inspections, and emergency preparedness drills.
- Maintain records of permits, licenses, and compliance documentation.
- Oversee implementation of risk mitigation measures related to community facilities and infrastructure.
7. Staff Supervision & Team Coordination - Supervise maintenance staff and technicians.
- Provide training, guidance, and performance evaluations to ensure safety, professionalism, and operational excellence.
- Coordinate maintenance schedules and staff coverage for community events and emergencies.
8. Communication & Community Relations
- Serve as a primary liaison between the HOA, contractors, and residents for facility and project-related matters.
- Communicate maintenance schedules, repairs, and closures clearly to the community.
- Attend committee and Board meetings as needed to report on facility operations, project updates, and budget status.
Qualifications, Education & Experience
- Bachelor’s degree in Facilities Management, Construction Management, Engineering, or a related field (preferred).
- Minimum of 10-15 years of experience in facility operations, property management, or project management, preferably within a resort, private club, or HOA environment.
- Proven experience in managing capital projects, contractor performance, and preventative maintenance programs.
Knowledge, Skills, and Abilities:
- Strong understanding of mechanical, electrical, and building systems.
- Knowledge of environmental and water management systems, including pumps, irrigation, and stormwater infrastructure.
- Demonstrated project management and budgeting skills.
- Excellent communication, organization, and leadership abilities.
- Proficient in Microsoft Office Suite, project tracking, and facility management software (CMMS).
- Ability to manage multiple priorities and respond effectively to emergencies.
- Working knowledge of OSHA, ADA, and local building codes.
- Licenses & Certifications (Preferred):
- Certified Facility Manager (CFM), Facility Management Professional (FMP), or Project Management Professional (PMP).
- OSHA Safety Certification.
- Valid driver’s license and clean driving record.
Working Conditions
- Primarily on-site position with both office and field responsibilities.
- May require working evenings, weekends, or holidays during emergencies or special events.
- Regular exposure to outdoor environments, varying weather, and moderate physical activity.
Physical Requirements
