Director of Government Affairs

Yandex is seeking an experienced Public Policy Lead to lead engagement with government authorities and key stakeholders across Türkiye.

As part of Yandex’s International Public Policy team, you will help shape the regulatory environment for emerging mobility and digital platforms, represent Yandex’s interests in key dialogues with public institutions, and support the company’s growth strategy in Türkiye.

You’ll work closely with business units such as Ride, Delivery, and Tech to align public policy priorities with business goals, anticipate regulatory challenges, and craft practical solutions that foster sustainable innovation in Türkiye’s mobility ecosystem.

What you’ll do

• Develop and execute Yandex’s public policy and government engagement strategy for Türkiye

• Build and maintain strong relationships with ministries, regulators, municipalities, chambers, and other key stakeholders

• Monitor, analyze, and advise internal teams on legislative and regulatory developments that may affect Yandex’s operations

• Prepare policy briefs, position papers, and consultation responses that reflect Yandex’s views on mobility, digital platforms, and innovation

• Represent Yandex in meetings, forums, and industry associations, and contribute to public discussions on digital economy and platform regulation

• Support senior management and HQ executives during high-level government meetings, including the preparation of briefing materials and follow-up

• Manage external consultants, advisors, and associations supporting Yandex’s advocacy efforts

• Coordinate cross-functional responses on public affairs matters with legal, compliance, operations, and communications teams

• Develop proactive initiatives that enhance Yandex’s reputation as a responsible and innovative company

What we’re looking for

• Turkish citizenship with a deep understanding of Türkiye’s political and regulatory landscape

• 5+ years of experience in government relations, public policy, or regulatory affairs (ideally in technology, mobility, or telecom sectors)

• A strong network within central and local government institutions, particularly in ministries and agencies relevant to the digital economy and transportation

• Experience working with or within government agencies, parliament, or public sector consulting is an advantage

• An advanced degree in political science, law, public policy, economics, or a related field (preferred)

• Excellent communication and negotiation skills in Turkish and English

• Proven ability to analyze complex regulatory issues and turn them into actionable strategies

• Comfortable operating in a fast-paced, multicultural environment with multiple stakeholders

• Willingness to travel within Türkiye and occasionally abroad
