Under the general direction of the Board of Supervisors, administers the County’s Human Resources programs, policies and procedures ensuring compliance with all applicable laws and/or regulations. Coordinates and administers the following: employee recruitment, worker’s compensation, wellness, employee/labor relations, employee benefits..

EXAMPLE OF DUTIES
PUBLIC RELATIONSEstablishes a positive public relations image of the County through: the effective handling of incoming telephone calls;personal contact with other employees, citizens, and elected officials; andproviding the highest quality customer service to employees and the publicGENERAL1. Maintains a filing system of personnel and medical files. Enters and updates information in HR software module, including status or position changes.2. Assists elected officials and department heads with personnel issues including: the application of progressive discipline and documentation, interpretation of employment law, union contracts and county policies, and navigation of the county hiring process.3. Prepares an annual departmental budget and perform basic accounting functions for the department.4. Coordinates and administers all County benefit programs, including enrollments, cancellations, insurance billings, vendor meetings and evaluation of programs. Manages Retiree Health and COBRA administration for health, dental, vision and FSA. 5. Coordinates and administers all activities related to the hiring and termination processes, including posting and advertising job openings, testing, post offer screening (background checks, arranging for physical exams, etc) and onboarding new hires. May assist various departments with their interviewing of candidates.6. Develops and updates the County’s Employee Handbook and Safety Manual, ensuring they are administered consistently and fairly.7. Chairs or serves on the County Wellness Committee. Promotes programs and interprets reports from Wellmark to ensure maximum discount potential on premiums.8. Responds to notices of unemployment claims using the SIDES E-Response system. Coordinates and prepares for Fact-Finding Interviews and Appeal Hearings.9. Conduct exit interviews with departing employees when necessary. 10. Administers the County’s Safety and Workers Compensation program. Serves on the County Safety Committee. Communicates with injured employees and IMWCA representatives. Coordinates return to work programs. 11. Represents the County in collective bargaining negotiations and responds to grievances.12. Reviews Leave of Absence requests and takes necessary steps regarding FMLA, ADA, and Military Leave. Prepares notices for employees and provides information.13. Serves as the County HIPAA Privacy Officer.
