Summary

The Director of Personnel is responsible for the administration and oversight of all personnel and human resources functions of Sunny Glen Children’s Home, ensuring full compliance with applicable employment laws, regulations, and organizational policies. This position oversees recruitment, selection, classification, compensation, benefits, performance management, and separation of employees, and ensures the maintenance of complete, accurate, and confidential personnel records. The Director develops, implements, and implements personnel policies and procedures that promote equitable and consistent employment practices across the organization. In addition, the Director of Personnel provides oversight of the organization’s information technology operations and contracted security services to ensure that systems, infrastructure, and safety protocols effectively support operational needs and regulatory standards.

Essential Duties and Responsibilities

  • Develops and executes organizational strategies by identifying and analyzing human resources issues, contributing data-driven insights and recommendations to executive leadership, and establishing HR objectives that align with the organization’s mission and goals.
  • Ensures compliance with all applicable federal, state, and local employment laws and regulations. Develops, implements, and implements personnel policies, procedures, and guidelines that promote fairness, consistency, and adherence to legal standards.
  • Reviews and updates personnel policies annually, recommending revisions to Executive Management and communicating approved changes to all staff.
  • Oversees all core HR functions, including talent acquisition, onboarding, classification, compensation, benefits administration, employee relations, performance management, development, records management, safety and health, and succession planning.
  • Ensures the maintenance of accurate, complete, and confidential personnel records and the integrity of HR data systems.
  • Directs the Recruitment and Human Resources departments to ensure effective hiring practices, consistent onboarding, and professional development programs that enhance staff performance and retention.
  • Evaluates and recommends staff development initiatives to support organizational capacity and growth.
  • Supervises the staff of the Human Resources, Recruitment, and Training departments, including hiring, coaching, evaluating, and managing performance to ensure departmental effectiveness and accountability.
  • Assists executive management in the development, review, and implementation of the organization’s wage and salary program, ensuring internal equity and external competitiveness.
  • Provides expert consultation to department managers on personnel matters, policy interpretation, and employee relations, and coordinates with legal counsel as appropriate or as directed by the CEO.
  • Provides strategic oversight of the Security and Information Technology departments to ensure effective safety protocols, cybersecurity, and technology alignment with agency goals and compliance requirements.
  • Collaborates with the Security Contractor to maintain appropriate safety protocols, emergency response procedures, and incident reporting practices.
  • Partners with IT leadership to ensure reliable system operations, data protection, and implementation of technology solutions that support staff efficiency and agency performance.
  • Represents the organization at professional conferences, training sessions, and external meetings to maintain current knowledge of HR best practices and regulatory developments.
  • Promotes continuous improvement by evaluating processes, identifying opportunities for efficiency, and implementing enhancements to strengthen organizational performance.
  • Performs other duties as assigned to support the mission and operations of Sunny Glen Children’s Home.

Education and/or Experience

A bachelor’s degree in human resources or a related field required.

Three plus years’ experience in an HR leadership position.

Excellent communication, leadership, and planning skills.

Language Skills

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, and the general public.

Mathematical Skills

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent.

Certificates, Licenses, Registrations

Valid Texas Driver's License with an excellent driving record.

Have a record of tuberculosis screening showing the employee is free of contagious TB.
