The Department of Conservation and Recreation (DCR) seeks a Director for our Central Procurement Unit. This position is the chief/senior procurement officer of the agency and will direct the Central Procurement Unit in support of the agency’s strategic plan—providing consistent and effective support services so that agency staff are successful in accomplishing their mission.

A snapshot of the key duties this critical position will be responsible for include:

  • Directing and managing the purchasing processes and day-to-day operations of the agency’s purchasing section for the procurement of goods and services—ensuring all aspects of procurement and contract management are in compliance with State laws and regulations, including SWaM requirements;
  • Setting short and long term goals and objectives for the procurement and contracting program of the agency;
  • Identifying and applying best practices, technologies, and procedural enhancements to improve workflow efficiency and optimize procurement processes—implementing improvements to help make the ordering of goods and services timely, convenient, and effective; and
  • Providing technical consultation to Central Procurement Unit staff and assisting with the procurement of complex goods or service contracts on an as needed basis.

Minimum Qualifications

  • Comprehensive knowledge of the principles, policies and best practices of state government procurement.
  • Comprehensive knowledge of automated procurement systems and government purchasing card programs.
  • Considerable knowledge and experience applying the principles, practices and techniques of organizational collaboration, personnel management, and training-development—including the ability to independently provide technical consulting and training to the agency on procurement initiatives.
  • Ability to review and write Requests for Proposals and Invitations for Bids and negotiate and award contracts for complex goods and services.
  • Experience with the application of technology to the procurement process to increase efficiency and reduce costs.
  • Demonstrated experience leading a diverse team to accomplish organizational goals and objectives.
  • Strong analytical skills, with the knowledge, skill, and ability to identify solutions to problems and make recommendations.
  • Superior writing skills that can be applied to writing procedures, agency-wide communications, and management reports.
  • Proficient use of a computer including Microsoft Office software products.
  • Virginia Contracting Officer (VCO) required.
  • Occasional overnight travel necessary.

Additional Considerations

  • Significant knowledge and experience related to the Virginia Public Procurement Act (VPPA).
  • Experience with compliance reviews of eVA, Small Purchase Charge Card (SPCC) programs and Small, Woman and Minority- owned (SWaM) programs.
  • Working knowledge of the Agency Procurement and Surplus Property Manual (APSPM) and Construction and Professional Services Manual (CPSM).
  • Virginia Construction Contracting Officer (VCCO), Certified Purchasing manager (CPM), Certified Public Purchasing Officer (CPPO), and/or Certified Public Purchasing Buyer (CPPB) preferred.
