The Director, Procurement is responsible for leading and directing the Procure to Pay (P2P) of technical items, materials and services in support of manufacturing and other operations. In collaboration with the global Integrated Supply Chain function, is a principal advisor in development of procurement policies, processes, procedures and systems for the India Supply Chain function. Provides direct supervision for the India Procurement team, and general supervision of the India Supply Chain team, including sourcing, logistics, supplier enablement, inventory management, and quality systems. This leadership role ensures that procurement is efficient, cost-effective, and aligned with the company’s strategic goals. The ideal candidate will bring strong analytical skills, leadership capabilities, and deep industry knowledge to drive operational excellence.

Key Responsibilities:
  • Organizes the Procure to Pay (P2P) Department in accordance with good business practices and applicable processes, policies and procedures to meet company objectives.
  • Establishes procurement objectives that are consistent with Operations Department, Material Department and Program Management objectives, and measures/evaluates procurement performance.
  • Plans, establishes, obtains approval for and monitors performance to expense and department budgets.
  • Leads, mentors, and develops a procurement and supply chain team of 30 – 50 employee comprised of Buyers, Procurement Specialists, Material Cost Estimating Analysts, Sourcing Analysts.
  • Exercises primary responsibility for selection of P2P personnel, with goal of strengthening the department while supporting division-hiring objectives.
  • Represents the India based P2P Department in meeting with higher level management within the company and with customers, visitors and auditors.
  • Reviews and approves within established dollar limits and government contract guidelines, incoming purchase requirements and purchase order/subcontract placements.
  • Monitors negotiations with suppliers regarding order placement, rejections, dispositions, and adjustments of purchased materials not meeting specifications.
  • Reviews and evaluates subordinate workloads, activities, and performance.
  • Monitors, as required, the follow-up and scheduling of deliveries to ensure a smooth flow of materials.
  • Directs the maintenance of a comprehensive record system for vendors, requisitions, purchase orders and commercial/government specifications.
  • Supports continuous process improvement, process architecture, ISO 9000 series and similar undertakings to improve Procurement Department performance.
  • Presents reports to program/upper management on meeting company goals and/or subcontractor performance.
  • Keeps informed of government procurement regulations and revise department operating procedure as necessary.
  • Lead and manage end-to-end supply chain functions, including sourcing, procurement, logistics, warehousing, and distribution.
  • Collaborates with cross-functional teams (e.g., sales, finance, operations) to forecast demand and plan supply accordingly.
  • Ensure compliance with industry regulations, safety standards, and internal policies.
Qualifications:
  • Bachelor’s degree in Supply Chain Management, Business Administration, Logistics, or a related field (Master’s preferred).
  • 10+ years of progressive experience in diverse buying activities, including 5+ years of supervisory experience.
  • Thorough knowledge of U.S. federal acquisition regulations (FAR), specification interpretation, quotation evaluation, price/cost analysis, and market conditions.
  • Strong knowledge of supply chain systems, ERP platforms (e.g., SAP, Oracle)
  • Proven track record of reducing costs, improving efficiency, and driving strategic initiatives.
  • Excellent negotiation, analytical, and communication skills.
  • Leadership experience managing cross-functional teams and large-scale projects, preferably for a U.S. based company.
Working Conditions:
  • Full-time position in a fast-paced office environment.
  • Occasional international travel may be required.
