Overview

Director, Quality Assurance leads the development and implementation of quality assurance (QA) and quality control (QC) strategies, programs, systems and procedures across the Transport Business Unit (TBU) in support of TBU objectives and QIC corporate QA policies, standards and procedures and the 'Safety First' culture. The role ensures that TBU QA and QC requirements and performance measures are defined and integrated into the planning, design and execution of all projects within TBU to reflect industry best practice and regulatory compliance. The post holder collaborates with TBU functions, project teams and QIC Districts to align with QIC and TBU QA goals, objectives and stakeholder expectations.

Responsibilities
  • Develop and implement the TBU Quality Assurance Policy, Integrated Management System (IMS) and supporting standards and procedures for the TBU, in collaboration with QIC corporate and District QA leadership and in accordance with QIC corporate QA policies, procedures and international QA standards (e.g. ISO 9001).
  • Act as a role model for TBU leadership behaviors, leading by example in the boardroom and on site, including senior leadership site tours.
  • Communicate and articulate QIC's and TBU's QA vision, objectives and expectations across internal and external stakeholders, promoting a culture of "Safety First".
  • Develop the TBU's QA objectives, KPIs and supporting periodic reporting and dashboards, including progress updates, recommendations, analysis and other information for leadership.
  • Motivate and inspire a high-performance culture through clear direction, continuous feedback, recognition, and fostering collaboration, innovation and accountability across TBU, QIC and the supply chain.
  • Advise and challenge TBU leadership and project teams to ensure effective and timely implementation of QIC QA policies, procedures and guidelines.
  • Ensure adherence to QIC QA policies, procedures and regulatory requirements by TBU project delivery teams, delivery supervision consultants and supply-chain partners during design development and program delivery.
  • Drive the development and execution of TBU QA continuous improvement activities (e.g., Kaizen, Lean Six Sigma, QIC quality circles) and lead the QA team in sharing knowledge and best practice.
  • Develop QA capacity and capability (e.g., Six Sigma Green/Black Belt Champions) and support training and development across TBU, including Lead Assessor competence.
  • Develop and oversee the TBU IMS internal audit program, including external audit of key suppliers to ensure the supply of quality services and products.
  • Identify QA requirements in TBU's commercial activities, including contract and tender documentation; participate in market engagement, tender preparation and evaluation as required.
  • Deliver QA updates and related communications at QIC leadership and TBU-wide events.
  • Provide visible inclusive leadership, succession planning, recruitment and retention strategies, and mentoring/sponsorship to staff.
  • Lead TBU's IMS internal ISO 9001, 14001 and 45001 internal certification program and ensure consultants, contractors, vendors and suppliers implement effective quality management systems compliant with ISO 9001 and Qiddiya's Quality Standards, coordinating and conducting third-party audits as appropriate.
  • Identify, assess and progress quality-related risks and mitigation strategies to ensure effective closure of issues.
  • Liaise with external partners and government authorities (e.g., SASO) regarding TBU's quality assurance arrangements and QA compliance issues.
  • Ensure all contractual aspects for which they are responsible are discharged in accordance with QIC's business and regulatory requirements.
Qualifications
  • Bachelor's degree in quality assurance (or relevant discipline e.g. engineering) or recognized post-graduate/NVQ Level 6 QA-related qualification.
  • Professional certifications (if required): Chartered Quality Institute (CQI) MCQI; ASQ Senior Member; Certifications from standards bodies (ACI, API, ASTM, AWS, CSWIP); Certified ISO 9001:2015 Lead Auditor; Certificated Six Sigma Master Black Belt.
Experience
  • 15 years' minimum experience in QA and broader management within mega/large-scale, complex, land transport-related design and construction programs.
  • Previous KSA / Middle East director-level experience preferred.
  • In-depth knowledge of transport industry regulations, standards and best practices; knowledge of QA continuous improvement methods (Kaizen, Six Sigma).
  • Strong English written and verbal communication skills; ability to articulate ideas, strategies, and project performance to senior audiences.
  • Proven leadership to set goals, motivate teams and deliver results; able to prioritize workloads in a fast-paced environment.
  • Ability to influence internal teams and external agencies; experience in developing, implementing and managing IMS and ISO 9001/14001/45001 certification processes.
  • Willingness to work across departments and lead cross-functional teams; strategic thinker with capability to guide QA direction.
