Job Summary

This position is responsible for information technology (IT) support for department operations.

Major Duties

  • Interviews computer users to determine software requirements; assesses needs, develops new systems, and maintains existing programs.
  • Designs online computer screens, reports, and other required computer outputs.
  • Diagnoses and resolves problems; performs routine maintenance of existing programs.
  • Installs system enhancements.
  • Verifies the integrity of data.
  • Assists with the installation of new computer applications.
  • Writes interface programs as needed.
  • Outlines and documents requirements with appropriate flowcharts.
  • Designs conversion systems; writes program logic to convert data files to match new system requirements.
  • Designs, develops, and writes new computer programs and enhances existing systems to better serve department needs.
  • Processes e-filings for new and existing cases.
  • Assists in processing jurors for jury duty.
  • Requests quotes for computers, scanners, software licenses, and printers.
  • Produces regular and special reports.
  • Performs any other duties as assigned.

Knowledge, Skills, and Abilities
  • Knowledge of one or more object-oriented programming languages.
  • Knowledge of the storage and computing capacity of computers.
  • Knowledge of computer platforms, network structure, and database structure.
  • Knowledge of business processes.
  • Knowledge of the preparation and interpretation of statistical, technical, and narrative reports.
  • Skill in the analysis of problems and the development and implementation of solutions.
  • Skill in the preparation of clear and precise reports.
  • Skill in the installation, maintenance, repair, and upgrade of computer hardware and software systems.
  • Skill in oral and written communication.
  • Ability to communicate orally and in writing in the English language and orally in the Spanish language.

Minimum Qualifications

  • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree from an accredited college or university in a course of study related to the occupational field.
  • Must have at least one ( 1 ) year of work experience in the information technology field.
  • Must be able to type 50 wpm.

Complexity/Scope of Work

  • The work consists of varied systems analysis duties. The variety of end-user needs contributes to the complexity of the position.
  • The purpose of this position is to provide IT support for department operations. Success in this position contributes to the accuracy and efficiency of those operations.

Physical Demands/Work Environment
Occasionally
  • Moving oneself in different positions to accomplish tasks in various environments, including tight and confined spaces.
  • Moving to accomplish tasks or moving from one worksite to another.
  • Adjusting or moving objects up to 35 pounds in all directions.
  • Operating machinery and/or power tools.
  • Operating motor vehicles or heavy equipment.
  • Driving a County vehicle or a personal vehicle for County business.
  • Working in low temperatures.
  • Medium work that includes carrying objects up to 50 pounds.

Constantly
  • Ascending or descending ladders, stairs, scaffolding, ramps, or poles.
  • Remaining in a stationary position, often standing or sitting for prolonged periods.
  • Communicating with others to exchange information.
  • Repeating motions that may include the use of wrists, hands, and/or fingers.
  • Assessing the accuracy, neatness, and thoroughness of the work assigned.
  • Sedentary work that primarily involves sitting/standing.
  • Light work that includes carrying objects up to 20 pounds.

Other Requirements/Information
  • Must possess a valid and current Texas driver's license.
  • Drug and Alcohol Policy applies to this job. Pre-employment drug/alcohol testing, Motor Vehicle Record (MVR) and criminal background checks are required.
  • This position is covered by Civil Service; therefore, is subject to the Civil Service Rules and Regulations in addition to all other Webb County policies.

Valid Texas Driver’s License*
  • If the applicant holds an out-of-state license, a State of Texas Driver’s License must be obtained prior to employment.
